Description:

Stream A encourages companies to develop planning adapted to their context by relying on the carrying out of studies or the establishment of diagnoses prior to the realization of projects or strategies.

Comments on Funding:

The total amount of assistance granted under Component A cannot exceed 65% of the project’s eligible expenses. The maximum amount of financial assistance awarded per print media company is set at $50,000 per project. It should be noted that the maximum assistance granted per beneficiary cannot exceed $200,000 over 3 years.

Eligibility:

Eligible companies are written press companies operating a digital media which has:

commenced operations at least 12 months prior to filing an application for financial assistance;
updated the information content on current events of general interest at a frequency of at least once a week over the past year;
presented in written form 60% or more of its content, and this, during the last year.
For the purposes of this calculation, a piece of content is considered a unit (e.g., an article, a section, a video, or an audio file), regardless of the space it occupies.

Application Steps:

The application for financial assistance is produced online using a form accessible in di@pasonThis hyperlink will open in a new window.and is automatically forwarded to the department of the Ministry responsible for processing it. The application for financial assistance must be submitted on the dates determined by the Ministry, which appear in the program calendar available on the Ministry’s website.

The applicant may submit only one application for financial assistance per call for projects: either for section A or for section B. In addition, only one application may be submitted by companies operating more than one written media.

A print media company that operates more than one print media outlet must submit a single application for financial assistance, either for some or all of them. It must demonstrate that the print media outlets in question meet the specific eligibility conditions and evaluation criteria.

The applicant must present, in the form or in the attached documents, the information allowing his application to be assessed:

Project information:
A description;
Context and justification (PDF 71 KB) :
Circumstances which justify the implementation of the project,
Description of the applicant’s needs,
Relevance and coherence of the project in relation to the applicant’s mission,
Additional elements or clarifications on certain aspects of the project;
The objectives;
The implementation schedule (PDF 169 KB) ;
Detailed budget forecasts;
A presentation of the team planned to carry out the project, highlighting its experience and skills (abbreviated CV to be attached);
A project organization chart with the responsibilities of each team member;
The presentation of the partners associated with the project and the description of the contributions they intend to make to it, as well as the letters of commitment confirming their participation (financial or in services).
Applicant’s information:
Its most recent financial statements approved and signed by the directors;
The resolution adopted by the competent authorities on the request for financial assistance and on the agent;
The organizational chart of the applicant’s organizational structure and of companies linked to it, if applicable;
The latest activity report;
The current list of members of its board of directors and of the members of the board of directors of its controlled and related entities, if applicable;
The Quebec business number.
Information on the written media (PDF 112 KB) covered by the request:
the name of the media;
the language of broadcast;
annual income;
the number of employees in total and by job category (e.g., journalists, management staff, technical and support professionals, and sales staff);
the number of volunteers, if applicable;
the indication of the different editions;
the start date of activities;
the target market;
the sale price (per unit or per subscription);
the circulation or number of digital readers;
the number of pages, if applicable;
the frequency of publication or updating of content;
the average total number of written contents broadcast per edition (reported information, explained information, commented information, other types of content) over the last 12 months.
For the purposes of this calculation, a piece of written content is considered a unit (e.g., an article, text, or section), regardless of the space it occupies. Only written content should be used to establish this percentage.
Other types of content refer to advertising and other promotional content, services (e.g. movie times, sports results, stock quotes and classified ads), public notices as well as thematic editorial content (horticulture, automotive, science and technology, home life).
In addition, the applicant must:

present the expected results and the expected benefits of its project;
attach the duly signed financial aid conditions document (PDF 2.32 MB) ;
provide any relevant information to support the request.
During the analysis of the project, the applicant must provide the Ministry with the information and additional documents that it requests.

To be submitted for evaluation, the files must be complete, comprehensible and based on accurate data. Otherwise, it will be up to the applicant to correct the deficiencies within the time limit granted by the Ministry.

Other Things to Note:

Application assessment
The evaluation of applications is carried out by the Ministry. The latter could use external expertise.

Applications deemed eligible will be evaluated and analyzed based on the program objectives. The applicant must therefore demonstrate that his or her project is consistent with the general objectives of the program as well as with the specific objective of component A.
