Promotion of foreign trade and prospecting of foreign investments

Description:

The Economic Development Project Support Program – Projects of organizations for the promotion of foreign trade or prospecting for foreign investments (PAPDE, section 3) aims to support projects of economic development organizations by raising awareness among companies regarding exports and diversification in foreign markets.

Comments on Funding:

Financial assistance takes the form of a non-repayable grant.

The maximum aid rate is 50% of eligible expenses.

The accumulation of government assistance cannot exceed 80% of eligible expenses for export agency projects and can reach 100% of eligible expenses for foreign investment attraction agency projects.

The maximum amounts of financial assistance are as follows:

export organization projects: $500,000 per organization, per year, and $1,000,000 per year for all collaborative projects;
foreign investment attraction organization projects: $500,000 per organization, per year.

March 31, 2026

Eligibility:

NPOs legally constituted under the laws of the government of Quebec or Canada:
who have an establishment in Quebec,
whose main mandate is economic development;
organizations of the education networks and educational establishments of Quebec.
Applicants must meet the following conditions:

Not to be or not to use the services of subcontractors registered in the Register of companies not eligible for public contracts (RENA).
Have met all their obligations relating to the allocation of previous financial assistance from the Government of Quebec or Investissement Québec for at least two years.
Not be a Crown corporation or a corporation controlled directly or indirectly by a government (municipal, provincial or federal), a municipal entity or a business that is majority owned by a Crown corporation.
Not be in a situation of bankruptcy or insolvency.
Not be a for-profit company with an establishment in Quebec.
Not to commit ethical breaches or offer products or services likely to undermine the integrity or call into question the probity of the Government of Quebec, even by association.

Application Steps:

Complete the financial aid application form (PDF 1.78 MB) and prepare the following documents:

a detailed description of the project and its financial structure;
the organization’s financial statements for the last two years (or forecast financial statements for a start-up organization);
service offerings and partnerships, if applicable;
a copy of the declaration of compliance with the Equal Access to Employment Program, if applicable;
a copy of the francisation certificate, if applicable;
any other document required depending on the nature of the project (market study, marketing plan, candidates’ CVs, demonstration of the project’s eco-responsibility, etc.).
Send by email the duly completed and signed financial assistance application form as well as all required documents, indicating “Projects of organizations for the promotion of foreign trade or the prospecting of foreign investments” in the subject line.

Other Things to Note:

Eligible and incurred expenses cannot exceed a continuous period of 36 months .
