Business Improvement Area Grants: Development Incentive Program

The Business Improvement Area Grants provide funding for commercial buildings and businesses located or planning to locate in Business Improvement Areas (BIAs).
The Development Incentive Program offers support of up to a maximum of $100,000 for constructing new commercial buildings, and support of up to a maximum of $200,000 for constructing new mixed-use developments.

Eligibility:

Applicants must:

  • be property owners or someone approved by property owners in the City of Edmonton, applying grants in two streams:
    a) New Commercial Development – Applicants must:
    i. have new commercial buildings that has a minimum construction value of $250,000;
    ii. have a minimum of two storeys in height;
    iii. have a commercial unit(s) on the ground floor. b) Mixed-Use Development Grant – Applicants must have new buildings that meet the following criteria:
    i. be a new mixed-use development that has commercial unit(s) on the ground floor;
    ii. be projects that include Live Work units;
    iii. have proposed projects of at least two stories in height; iv. have proposed projects including residential units.
  • have a proposed project in two streams that meet the following criteria:
    a. construction work has not started;
    a) be located within a Business Improvement Area or other Council-approved Target Area, excluding Blatchford and Exhibition Lands;
    b) be located on a redevelopment site of less than one hectare;
    c) have included ground-floor commercial units;
    d) be street-oriented or designed with an emphasis on the sidewalk and pedestrian access to the building, rather than vehicle access and parking areas. Buildings are generally sited close to the lot line bordering the street. Parking areas should not be emphasized by the design of the site;
    e) have met the design principle based on guideline;
    f) building will have clear, unobscured street-level windows once construction is complete and for the 10 year maintenance period:
    i. window tints, vinyl wraps, tinted or frosted glass, large window decals, and window perforations that obscure views in and out of the building are not permitted;
    ii. no security bars or rolling shutters are permitted over windows or doors once construction is complete and for the 10 year maintenance period.
