Description:
The Equity and Emerging Development Program aims to provide direct and targeted support to
emerging and/or equity seeking B.C. filmmakers. Creators can receive a grant of up to $10,000
to cover the cost of bringing together a development team to do research, develop a concept or
write a script. The grants are available for a wide range of content including scripted feature
length films or series, animated features or series, and documentaries/factual one-offs or series.
Comments on Funding:
Eligible Project Types: Scripted feature length films or series, animated features or series,
documentary/factual one-offs or series.
Funding Per Project: $10,000 development funding per project.
Overall Funding Envelope Available: Up to $200,000 will be committed in this funding cycle.
Decision Process: Competitive, informed by an external advisory panel

Eligibility:
Applicants must:
1. Be a B.C. resident – either a Canadian citizen or a Permanent Resident – who has
resided in British Columbia for at least 200 of the 365 days prior to the application, and
2. Have filed income tax returns in B.C. for the taxation year prior to the application.
3. To apply as an equity seeking filmmaker, you must actively self-declare within one or
more of our systemically excluded groups (Indigenous, Black, People of Colour,
LGBTQ2S+, Women, Non-binary or people with disabilities) during the application
process;
4. To apply as an emerging filmmaker, you cannot have more than one professional
credit in the Key Roles you are applying for as: director, writer and/or producer.
Companies applying must:
5. Be a B.C. resident – either a Canadian citizen or a Permanent Resident – who has
resided in British Columbia for at least 200 of the 365 days prior to the application, and
6. Have filed income tax returns in B.C. for the taxation year prior to the application.
7. Be an audiovisual company incorporated in British Columbia or Canada with its head
office in British Columbia.
8. The primary owner / majority common voting shareholder(s) of the applicant
company must meet the individual criteria.
Whether applying as an individual or company:
9. 100% of the copyright of the project must be owned, controlled, or optioned by
the applicant (except for inter-provincial or international treaty co-productions).
10. be in good standing with Creative BC.

c. Personal statement that addresses the following information: We want to hear about how you and/or the company got here. What is your background? Where is your creative path taking you? Specify how this funding will help you get to where you want to be. (maximum 2 pages)
2. Project Information
a. A brief logline for your project (maximum 140 characters).
b. A description of your intended project – what is it about? (maximum 500 words)
c. Development budget and financing plan using the template provided
d. A brief description of the goal of this phase of development (maximum 500
words)
e. Audience, Marketing and Distribution Plan (maximum 2 pages)
f. Project importance document. An explanation of why your project is important.
Why tell this story now? (maximum 1 page)
g. Optional – A project document or supporting creative materials such as a project
summary, pitch document or script. While this is optional, it’s highly recommended to increase the competitiveness of your project.
h. Optional – Letters of support
3. Information on Key Roles (Writer, Director and Producer)
a. Key Creatives Document. Singular document that outlines the key creative team along with individual bios.
b. Key Creatives Filmography. List of previously completed productions of each Key Creative using the template provided
c. This will include declaration forms for each Key Roles.
