Seed Funding: New Construction Stream

CMHC's New Construction Stream provides interest-free loans and/or non-repayable contributions to help with costs related to pre-development activities. This can include business plans, preliminary designs, development permits and more.

Comments on Funding:

Funding takes the form of interest-free loans and/or non-repayable contributions.
Maximum funding amounts are determined during the scoring and prioritization process.

Deadline: Applications are closed. Stay tuned for future intake announcements.

Applicants must be:

  • community housing providers;
  • municipalities, provinces and territories;
  • Indigenous governments and organizations;
  • private sector groups.
    Applicants’ projects must:
  • be Indigenous community housing;
  • be community and affordable housing;
  • be mixed-used market / affordable rental;
  • be shelters, transitional housing and supportive housing;
  • be conversion of non-residential buildings to affordable multi-residential;
  • be renovation of existing affordable units at risk of being abandoned or demolished;
  • meet minimum requirements:
    a) be primarily residential;
    b) have a minimum of 5 affordable units/beds; and
    c) be considered affordable, as determined by the Municipality, Province or Territory, or as accepted under other CMHC programs.
Application Steps:

Applicants must apply using the Seed Funding form in the application portal.

Documentation Needed:

Applicants must upload:
1. signed Integrity Declaration;
2. the required documents listed in the Seed Funding Application (New Construction) – Document Requirements; and
3. completed CMHC Viability Assessment.

Other Things to Note:

Due to overwhelming demand, the Seed Funding budget for 2023 has been fully allocated. We anticipate the portal will re-open in 2024. Date Published: June 25, 2021
