1. any business startup or business expansion (General Category);
2. any business in operation for fewer than five years and employing no more than 10 people (Small business category (FLI-PE);
3. any entrepreneur or group of entrepreneurs wishing to acquire at least 25% of the value of an existing business or its assets, in order to take over the business.
