Description:

The Operating Grant Program (OGP) helps to address the affordability of child care services for families with young children throughout Newfoundland and Labrador. Effective January 1, 2023, the OGP requires participating regulated child care services (child care centres and family homes) to lower their rates to $10 per day for Infant, Toddlers, Preschoolers and Full-Day School-Age children. The Provincial Government will, in turn, provide an operating grant to these centres.

The Operating Grant for Child Care centres (per space/per day) is:
1. $53.50 (enhanced $59) for infants (Full-time);
2. $35.50 (enhanced $39) for toddlers (Full-time);
3. $32 (enhanced $35.50) for pre-school (Full-time);
4. $32 (enhanced $35.50) for school age (Full-day);
5. $15.50 (enhanced $19) for after school;
5. $16.50 (enhanced $20) for before & after school;
6. $29.25 (enhanced $32) for infants (Part-time);
7. $20.25 (enhanced $22) for toddlers (Part-time);
8. $18.50 (enhanced $20.25) for pre-school (Part-time);
9. $18.50 (enhanced $20.25) for school age (Part-time).
The Operating Grant range for family homes (per space/per day) is:
1. $38.50 (enhanced $44.50) for infants (Full-time);
2. $38.50 (enhanced $44.50) for toddlers (Full-time);
3. $38.50 (enhanced $44.50) for pre-school (Full-time);
4. $38.50 (enhanced $44.50) for school age (Full-day);
5. $14.50 (enhanced $19) for after school;
5. $14.50 (enhanced $19) for before & after school;
6. $19.25 (enhanced $22.25) for infants (Part-time);
7. $19.25 (enhanced $22.25) for toddlers (Part-time);
8. $19.25 (enhanced $22.25) for pre-school (Part-time);
9. $50.50 (enhanced $59.00) for infant only services (max 3 infants)
The enhanced rate includes the provision of meals and snacks.

Eligibility:

Applicants must be Newfoundland and Labrador licensed child care centers or family homes.

Application Steps:

Applicants must submit their application by email/fax to FCC-OGP@gov.nl.ca, OGP@gov.nl.ca or 709-729-1400 or by courier/regular mail to the Family Home Child Care Operating Grant Program, Department of Education, 3rd Floor, West Block, Confederation Building, P. O. Box 8700, St. John’s, NL, A1B 4J6.

Documentation Needed:

Child Care Centres must submit:
1. Copy of license;
2. Certificate of Incorporation (if applicable);
3. Workplace Health and Safety Clearance;
4. Financial Statements (if applying for enhanced rate);
5. CRA Clearance / Balance; 6. Salary Statements (if applying for enhanced rate);
7. Quarter 4 Enrolment Stats (if applicable).
Family Homes must submit:
1. Copy of license;
2. Certificate of Incorporation (if applicable);
3. CRA Clearance / Balance;
4. T2125 (if applying for supplemental rate).

The Operating Grant Program (OGP) for centre-based child care is a key component of the Provincial Government’s child care strategy, Caring For Our Future.
