1. Be a municipality, non-profit organization, or a registered charity (For-profit organizations may also be eligible in rare circumstances.)
2. Has project that has the potential to generate large-scale carbon reduction in the GTHA.

2. Submit expression of interest form
3. Based on staff recommendation, submit full application form

2. Completed budget spreadsheet
3. Evidence of legal status as a registered charity or not-for-profit organization
4. Most recent financial statements (audited where possible)
5. Names and affiliations of Board directors
