Description:

The aim is to encourage companies from the same sector or from related sectors of activity to take part in pre-competitive research consortia. Read the contents of note number1 , or to proceed with their creation in order to jointly carry out pre-competitive research activities in Quebec.

Comments on Funding:

An organization wishing to be recognized as an eligible research consortium must submit its application along with the following documents:

A strategic plan containing:
the business development plan,
a brief history of its evolution,
its mission and short- and long-term objectives;
An organizational chart detailing the composition of the board of directors and committees involved in decisions relating to scientific research and experimental development (R&D);
A list of employees looking for work with their resumes;
A list of premises and equipment used in the context of SR&ED work;
Financial statements for the last two years;
A list of current and targeted members from all categories;
A demonstration of the representativeness of the consortium in its sector of activity, by presenting, for example:
the number of public or parapublic bodies that are members of the consortium and their total financial contribution in relation to the number of active members and their total financial contribution,
the number of companies that are members of the consortium compared to the number of companies operating in the same sector of activity.

Eligibility:

A research consortium means a private, not-for-profit research centre that is established in Canada.

A research consortium is financed mainly by membership fees and rights, as well as by company contracts allowing them to:

to carry out the generic phase of the development of processes, products or services;
to reduce costs and share risks associated with large-scale research and development projects;
to use specialized resources and equipment to solve specific problems;
to strengthen the technological capacity of the sector concerned with regard to international competition.
To be eligible, the consortium must also meet the following conditions:

The number of its members and their financial contribution are sufficiently representative of a sector of activity.
It is not constituted in the majority and is not financed in the majority by public or parapublic bodies working in this sector of activity.
The members’ association agreement provides for the obligation to establish annually a research program which concerns the scientific and technological interests of the members, and provides that the research results obtained will be accessible to all members, who must be able to use and develop them according to their specific needs.
Its mission is to carry out, in Quebec, scientific research and experimental development (RD) work that is generic in nature and not likely to lead to immediately marketable results.
The results of the R&D work it carries out may give rise to applications in various industrial sectors or to products which are commercially different for its members, and which vary according to the use and development which each of them can make of these results.
It has, on the one hand, employees who have the skills required to carry out R&D work and, on the other hand, premises and equipment enabling it to carry out this work in Quebec.
Only one research consortium per sector of activity can be recognized.

Other Things to Note:

The Ministry of Economy, Innovation and Energy and Revenu Québec have entered into an agreement entitled “Agreement on the exchange of information necessary for the administration of tax measures or the application of a tax law”.

This one:

allows organizations to exchange information essential to the exercise of their respective mandates, without it being necessary to request the consent of the person concerned;
guarantees that the communication of information to Revenu Québec is done exclusively within the framework of this agreement.
The Commission d’accès à l’information du Québec approved the agreement in question after analyzing the nature of the information and the purposes for which it would be communicated, as well as the means implemented to ensure its confidentiality and the security measures provided for this purpose.
