Description:

The Analysis component of the Bioenergy program offers financial assistance for the analysis of a bioenergy conversion project.

Comments on Funding:

Financial assistance granted for the analysis of a bioenergy conversion project can reach 50 % of eligible expenses and a maximum amount of :

$ 25,000 per site for small and medium energy consumers;
$ 50,000 per site for large energy consumers.

Eligibility:

To be eligible, you must :

operate a site located in Quebec;
consume fossil fuels and commit to reducing their consumption in a measurable and sustainable way through your bioenergy conversion project;
work in one of the following sectors :
commercial;
institutional;
municipal;
industrial;
manufacturer;
agricultural or agri-food.
You can be :

a small or medium energy consumer , i.e. having a fossil fuel consumption of less than 36,000 gigajoules (GJ) per year;
a large energy consumer , i.e. having a consumption of fossil fuels greater than or equal to 36,000 GJ per year.
Unless otherwise indicated in the regulatory framework of the Bioenergy program, mixed-use buildings (residential and commercial), residential (houses, chalets, small dwellings) and multi-residential are not eligible.

Application Steps:

Step 1 – Submit your analysis project
To submit an analysis project, you must provide :

tabs 1 and 3.1 of the financial assistance application (XLS 889 KB) duly completed;
a scanned version, in PDF format, of the application for financial assistance signed and dated by an authorized person. It must be registered with the Registraire des entreprises du Québec as a director or officer who is not a member of the board of directors. Otherwise, you will have to provide a power of attorney;
the description of the analysis (DOCX 109 KB) , signed and dated by an engineer who is a member of the Ordre des ingénieurs du Québec (OIQ);
any other relevant document to support the application (offer of services from a consultant, business plan, feasibility study, etc.).

Step 2 – Analysis of your request
If your application meets the program criteria, you will receive an expenditure eligibility date (also called anticipation date) allowing you to begin your project. Commitments made and expenses incurred from this date may be eligible for financial assistance.

Following the complete evaluation of your application, we will inform you if your project is eligible for the program . You will be informed by email of the maximum amount that can be granted to you and you will receive confirmation of the conditions of the financial assistance agreement. You will need to respond to this email to complete your application. The standard content of a financial assistance agreement (PDF 612 KB) can be consulted, if necessary.

Finally, the financial assistance agreement will be sent to you for signature by both parties.

Step 3 – First payment of financial aid
To receive the first payment, you must provide a dated and signed copy of the purchase order authorizing the selected company to perform the analysis.

The first payment corresponds to 50 % of the financial aid granted .

Step 4 – Submission of the analysis report
Within 24 months of the effective date of the Agreement, you will be required to provide :

the analysis report (DOCX 110 KB) , signed and dated by an engineer who is a member of the OIQ;
tabs 2 and 3.1 of the financial assistance application, duly completed and updated.
Step 5 – Second payment of financial aid
After validation of the conformity of the analysis report and other documents, the second and final payment will be confirmed to you. This amount will be the maximum of the residual financial aid allocated to the analysis.

Other Things to Note:

1. The EcoPerformance and Bioenergy (formerly Residual Forest Biomass) programs are funded from the Low Carbon Economy Fund.
2. Projects submitted to the EcoPerformance, Residual Forest Biomass or Bioenergy programs and accepted between December 7, 2018 and March 31, 2024 are not eligible for financial assistance offered under any program or expression of interest whose source of funding comes from the Low Carbon Economy Fund (FEFEC)of the federal government.
