Description:
The Implementation component of the Bioenergy program provides financial assistance for the implementation of a bioenergy conversion project to reduce fossil fuel consumption and GHG emissions.
Comments on Funding:
The maximum financial assistance granted for the implementation of a bioenergy conversion project is $ 5 million per application and per site The calculation of financial aid varies according to :
eligible expenses;
the minimum investment payback period (minimum PRI);
tonnes of GHG emissions avoided annually (t).
Financial assistance is calculated based on these three criteria, as illustrated in the tables below, and the amount retained is the least of the three.

Eligibility:
To be eligible, you must :
operate a site located in Quebec;
consume fossil fuels and commit to reducing their consumption in a measurable and sustainable way through your bioenergy conversion project;
work in one of the following sectors :
commercial;
institutional;
municipal;
industrial;
manufacturer;
agricultural or agri-food.
Unless otherwise indicated in the regulatory framework of the Bioenergy program, mixed-use buildings (residential and commercial), residential (houses, chalets, small dwellings) and multi-residential are not eligible.
You can be :
a small or medium energy consumer , i.e. having an energy consumption of less than 36,000 gigajoules (GJ), other than electricity, taking into account the consumption of the site’s reference scenario;
a large energy consumer , i.e. having an energy consumption greater than or equal to 36,000 GJ , other than electricity, taking into account the consumption and the reference scenario of the site.
Application Steps:
Step 1 – Submit your implementation project
To submit a project, you must provide :
tabs 1, 2 and 3.1 of the financial assistance application (XLS 889 KB) duly completed;
a scanned version, in PDF format, of the financial assistance application signed and dated by an authorized person;
the project plan (DOCX 115 KB) and the monitoring plan (DOCX 102 KB) , signed and dated by an engineer who is a member of the Ordre des ingénieurs du Québec;
any other relevant document to support the application (power of attorney, business plan, feasibility study, mass and energy balance, process diagram, etc.).
You should also include in the project plan a procurement plan that outlines the following :
the type and characteristics of the bioenergy used and its origin (average transport distance);
the conversion efficiency of the combustion equipment used to produce thermal energy;
the type(s) of fossil fuel(s) replaced by bioenergy and their respective quantity.
The business plan and financial statements for the last two years may be required.

Step 2 – Analysis of your request
If your application meets the program criteria, we will notify you by email of the eligibility date for expenses related to your project (also called the anteriority date) allowing you to begin your project. Commitments made and expenses incurred from this date may be eligible for financial assistance.
Following the complete evaluation of your application, we will inform you if your project is eligible for the program . You will be informed by email of the maximum amount that can be granted to you and will receive confirmation of the conditions of the financial assistance agreement. You will need to respond to this email to complete your application. The standard content of a financial assistance agreement (PDF 568 KB) can be consulted, if necessary.
Finally, the financial assistance agreement will be sent to you for signature by both parties.
Step 3 – First payment of financial aid
To receive the first payment, you must provide :
Tab 3.1 of the financial assistance application duly completed and updated;
the monitoring plan, updated if necessary;
the first purchase orders authorizing the selected companies to carry out the work, invoices and declaration of internal expenses (DOCX 1.18 MB) .
The first payment corresponds to 25 % of the financial aid granted .
Step 4 – Submission of the progress report
When more than 50 % of the project implementation work is completed or more than 50 % of the work relating to each of the measures is completed, you must provide :
the progress report (DOCX 96 KB) , signed and dated by an engineer who is a member of the OIQ;
Tab 3.1 of the financial assistance application duly completed and updated;
the monitoring plan, updated if necessary;
invoices and reporting of internal expenses.
Step 5 – Second payment of financial aid
After validation of the conformity of the progress report and other documents, you will receive the second payment.
The second payment corresponds to 25 % of the financial aid granted .
Step 6 – Submission of the commissioning report
The project is put into operation when its implementation and that of all the planned measures are completed.
You must provide :
the commissioning report (DOCX 304 KB) , signed and dated by an engineer who is a member of the OIQ;
Tab 3.1 of the financial assistance application duly completed and updated;
the monitoring plan, updated if necessary;
invoices and reporting of internal expenses.
Step 7 – Third payment of financial aid
After validation of the conformity of the commissioning report and other documents, you will receive the third payment.
The third payment corresponds to 25 % of the financial aid granted .
Step 8 – Submission of the project report
You must measure and accumulate data demonstrating the reduction in GHG emissions compared to the project’s reference scenario.
You must provide :
the project report (DOCX 102 KB) , signed and dated by an engineer who is a member of the OIQ;
tabs 2, 3.1 and 4 of the financial assistance application duly completed and updated;
invoices and reporting of internal expenses.
Step 9 – Final payment of financial aid
After validation of the conformity of the project report and other documents, you will receive the fourth and final payment.
The amount corresponds to the maximum residual financial aid recalculated following the measurement.
Step 10 – Annual monitoring
The Ministry of the Environment, the Fight against Climate Change, Wildlife and Parks carries out annual monitoring until the end of the agreement.
For the duration of the agreement, you must provide the annual update report. The form to be completed ( example (DOC 81 KB) ) will be sent to you.
