Description:
This program is designed to respond to regional or sectoral needs by carrying out structuring projects, for the dairy and meat processing sectors, which induce a leverage effect on the economic or sustainable development of businesses.
Comments on Funding:
The financial assistance covers 50% of eligible expenses, up to a maximum of $300,000.
This program ended on March 31, 2024.
Eligibility:
The applicant must:
1. be an enterprise registered in the Quebec Enterprise Register that holds one of the following permits:
a) proximity abattoir permit or permanent inspection abattoir permit granted under the Food Products Act (RLRQ, chapter P-29);
b) wholesale meat product permit (C1) granted under the Food Products Act (RLRQ, chapter P-29) that primarily processes meat from a provincially inspected permanent inspection abattoir;
c) animal slaughter license for human consumption (federally inspected abattoir) under the Safe Food for Canadians Regulations;
d) dairy plant operation permit granted under the Food Products Act (RLRQ, chapter P-29).
2. be a specialized enterprise in animal transportation for agricultural enterprises, registered in the Quebec Enterprise Register;
3. be a promoter;
4. be an association related to the dairy or meat processing sector, registered in the Quebec Enterprise Register;
5. be a nonprofit organization related to the dairy or meat processing sector, registered in the Quebec Enterprise Register.
Application Steps:
Completed and signed financial assistance application form.
Financing plan (Annex 1) related to the application.
Latest externally audited, reviewed, or compiled financial statements by a CPA, or other documents assessing the applicant’s financial situation (e.g., personal balance sheet, latest tax report, projected financial statements, interim financial statements, proof of funding sources).
Quotations related to eligible expenses.
Valid permit or license demonstrating the applicant’s eligibility, if required.
If applicable:
Documents justifying ministerial enhancement (e.g., existing certification related to the application, internal sustainable development policy).
Environmental and municipal authorizations, if the project requires them.
Annual activity report of the slaughterhouse (number of heads slaughtered by species).
Any other relevant documents necessary for the analysis of the application.

Other Things to Note:
This program ended on March 31, 2024.
The selection of applications is done through a call for projects. The projects submitted to the summer 2023 call are currently under analysis. No other call for projects is planned at the moment. This program is in effect until March 31, 2024, or until the funds are exhausted, whichever occurs first.
