Description:
The Implementation of major industrial projects component of the ÉcoPerformance program offers financial assistance to emitters subject to the cap-and-trade system for emissions allowances (SPEDE) and to voluntary members for projects leading to the reduction of their GHG emissions.
Comments on Funding:
The maximum financial assistance granted is $40 million per application and per site.
For an application to be eligible for financial assistance:
The investment recovery period without any financial assistance (PRIsa) must be longer than the minimum investment recovery period (PRImin);
The minimum investment must be $15 million for the “ GHG emissions reduction ” portion .
The financial assistance granted corresponds to the lesser of the following amounts:
An amount needed to bring the PRIsa of the measure back to the PRImin;
A maximum percentage of the maximum eligible expenses per measure;
A maximum dollar amount, calculated based on a quantity of tonnes of GHG emissions avoided annually per measure, at a rate of $100/t for a ten-year commitment period;
An amount requested by the participant.

Eligibility:
To be eligible, you must:
Be a company or a group of companies in the industrial sector;
Be registered with the Quebec Enterprise Registrar;
Have an industrial site located in Quebec;
Be subject to or have voluntarily joined the cap-and-trade system for emissions rights (SPEDE);
Invest $15 million or more in actions to reduce GHG emissions;
Being a consumer of fossil fuels or using processes that generate fugitive GHG emissions.

Step 1 – Submit your project
To submit a project, you must provide:
Tabs 1 to 3 (section “ Cost Estimate ”) duly completed from the financial assistance application form (XLS 0.97 MB) in Excel format;
The application for financial assistance scanned in PDF format, signed and dated by an authorized person. This must appear in the Quebec business register. Otherwise, you will need to provide a power of attorney;
The Project Plan form – Major industrial projects (DOCX 206 KB) , signed and dated by an engineer who is a member of the Ordre des ingénieurs du Québec (OIQ);
The monitoring plan (DOCX 102 KB) , signed and dated by an engineer who is a member of the OIQ;
The complete business plan demonstrating the profitability for the company of implementing the project, which includes:
An overview of the market related to the company (market trend and forecast);
The impact of the project on productivity;
The impact of the project on sales and market share;
Job creation;
The financial plan (investments, capitalized and operating costs, financial assistance);
Technical and financial feasibility (profitability, carbon price assumption over the commitment period, fuel prices, etc.).
Any other relevant documents: technical data sheets, spreadsheet or calculation sheet, plans, related reports, etc.
You can submit any project requiring the granting of a power block from Hydro-Québec for which the response is pending, but the analysis of the file may be delayed until a positive response has been obtained. Please also indicate in your email whether the granting of power has been requested from Hydro-Québec.

Step 2 – Analysis of your request
If your application meets the program criteria, you will be provided with an expense eligibility date (also called a “cut-off date”), which will allow you to begin your project.
This eligibility date corresponds to the date of complete receipt of your application for financial assistance, minus 30 calendar days. Therefore, purchase orders produced up to 30 calendar days before the date of receipt of your application are accepted.
You will receive by email the document Confirmation of the conditions of the financial assistance agreement . You will need to complete it to finalize your application. You will also be informed of the maximum amount of financial assistance that may be granted to you.
Finally, the financial assistance agreement (PDF 573 KB) will be sent to you for signature by both parties.
Step 3 – First payment of financial aid
To receive the first payment, you must provide:
Tab 3 (section “ Cost Tracking ”) of the financial assistance application form, duly completed and updated;
The monitoring plan, updated if necessary;
The first purchase orders authorizing the chosen company to carry out the mandate.
The first payment corresponds to 25 % of the financial aid granted .
Step 4 – Implementation work (optional step)
When 50 % of the project implementation work is completed, or more than 50 % of the work relating to each of the measures is completed, you can provide:
The progress report (DOCX 96 KB) , signed and dated by an engineer who is a member of the OIQ;
Tab 3 (section “ Cost Tracking ”) of the financial assistance application form, duly completed and updated;
The monitoring plan, updated if necessary;
Invoices and declaration of internal expenses (DOCX 1.18 MB) .
Step 5 – Second payment of financial aid (optional step)
After validation of the conformity of the progress report and other documents, the second payment will be confirmed to you.
The second payment corresponds to 25 % of the financial aid granted .
If this step is not completed, the second payment will be included in the third payment (step 9).
Step 6 – Start the equipment
Commissioning takes place when the implementation of all planned measures is completed.
You must provide:
A commissioning report (DOCX 304 KB) , signed and dated by an engineer;
Tab 3 (section “ Cost Tracking ”) of the financial assistance application form, duly completed and updated;
The monitoring plan, updated if necessary;
Purchase orders authorizing the selected companies to carry out the work, invoices and declaration of internal expenses.
Step 7 – Third payment of financial aid
After validation of the conformity of the commissioning report and other documents, the third payment will be confirmed to you.
The third payment corresponds to 25 % of the financial aid granted (or 50 % if step 4 has not been completed).
Step 8 – Measuring and accumulating data
You must measure the reduction in GHG emissions compared to the project’s reference scenario and accumulate data demonstrating this reduction.
You must provide:
A project report (DOCX 102 KB) , signed and dated by an engineer;
Tabs 3 (section “ Cost Tracking ”) and 4 of the financial assistance application form, duly completed and updated;
Invoices and declaration of internal expenses (DOCX 1.18 MB) .
Step 9 – Fourth payment of financial aid
After validation of the conformity of the project report and other documents, the fourth and final payment will be confirmed to you. This amount will be the maximum of the residual financial aid allocated to the analysis. The aid may be reduced if the results are not in line with what was expected or if the expenses are lower than expected.
Step 10 – Monitoring the implementation
The Ministry of the Environment, the Fight against Climate Change, Wildlife and Parks carries out annual monitoring until the end of the agreement.
For the duration of the agreement, you must provide the annual update report. The form to be completed ( example (DOC 81 KB) ) will be sent to you.

Other Things to Note:
The project must be completed within a period not exceeding 48 months following the effective date of the financial assistance agreement. The deadline includes the submission of the project report. Up to 12 additional months may be granted for exceptional circumstances.
