Description:
This component of the Thermal Waste Valorization program, called Support for the implementation of feasibility studies , offers financial assistance to support the implementation of a feasibility study for an infrastructure project aimed at capturing and distributing thermal waste.
Comments on Funding:
The financial assistance offered under this component can represent up to 75 % of eligible expenses for carrying out the feasibility study.
The maximum amount of financial assistance for this component is $ 150,000 per project .
Applications are accepted on an ongoing basis.
Eligibility:
Eligible expenses under this section are expenses incurred to carry out the study and to determine the feasibility of the project in question, in particular :
Consultant fees;
Internal salaries and benefits;
Costs of renting or using equipment or software.
Application Steps:
Step 1
Prepare the following documents :
The completed financial aid application form in Excel format;
The financial assistance application form in PDF format, signed and dated by an authorized signatory;
One or more documents presenting the following information:
A description of the applicant;
A description of the proposed infrastructure project, including its location and a presentation of the facilities pre-selected for the implementation of the project;
The preliminary schedule for the completion of the project;
Project partners;
A description of the feasibility study to be carried out.
Other documents may be required by the Ministry depending on the nature of the project.
Step 2
When all your documents are ready, send them by email, with the subject “ Valorisation des rejects thermiques ”, to vrt@environnement.gouv.qc.ca.
Within five working days of receipt of the documents, a program officer will be assigned to your file and his or her name and contact details will be sent to you.
Step 3
Following the complete assessment of your application and confirmation of its eligibility, a confirmation will be sent to you in writing, indicating the maximum amount of financial assistance that may be granted to you.
Step 4
A financial assistance agreement will then be sent to you for signature.
After this agreement has been signed by both parties, you will be able to begin your project. A first payment of up to 75 % of the total financial assistance will be paid to you.
Step 5
On two occasions during the project, in the first and second semesters following the date of acceptance of the application, you will have to submit a progress report presenting :
Progress in the study;
Work carried out since the signing of the agreement;
Expenditures and use of financial assistance;
Monitoring the schedule.
No later than March 31 of each year, and for the entire duration of your project, you must communicate the total amount of eligible expenses incurred for the last financial year (from April 1 to March 31 ).
A final project report containing this information must also be produced no later than one month after the end date of the study.
Step 6
The second and final payment , corresponding to the maximum of the residual financial aid awarded, will be paid to you after receipt and validation of the conformity of the following data and documents :
The full version copy of the study carried out * ;
Progress reports and the final report;
A copy of all supporting documents for expenses related to carrying out the study;
Details of salaries and benefits paid and of work carried out in the case of costs for internal salaries associated with the carrying out of the study;
All data necessary to assess the results of the program.
