Financial assistance for an infrastructure implementation project

Description:

This component of the Thermal Waste Valorization program, called Support for the implementation of infrastructure aimed at capturing and distributing thermal waste , offers financial assistance for the design, construction and commissioning of eligible infrastructure.

Comments on Funding:

The maximum financial assistance offered under this component corresponds to the lesser of the following amounts:

75 % of eligible expenses for the completion of the project;
Or

$ 125 x number of t CO2 eq . reduced* + $8 x number of GJ** of renewable energies reduced*.
* Planned for the first 20 years.
** Enter “ 0 ” in the formula for a negative number of reduced GJ.

Financial assistance for this component of the program is a maximum of $40 million per project.

The captured thermal discharges are considered as an energy supply without GHG emissions.

Deadline:

Applications are accepted on an ongoing basis.

Eligibility:

The expenses eligible for the calculation of financial assistance represent the initial investments made by the applicant which are necessary, justifiable and directly attributable to the completion of the project, that is to say for one or more of the following activities :

The construction of the heat network allowing one or more transmitters to be connected to one or more receivers;
Connection to the heat network, namely any equipment located between the network and the delivery point.

Step 1
Prepare the following documents :

The completed financial aid application form in Excel format;
The financial assistance application form in PDF format, signed and dated by an authorized signatory;
One or more documents presenting the following information :
A description of the applicant;
A detailed description of the proposed infrastructure project, including its location and presentation of the facilities selected for the implementation of the project;
The schedule for the completion of the project;
Project partners;
Supply agreements with thermal discharge suppliers;
The feasibility study of the project;
The financial plan detailing the sources of financing;
The detailed estimated costs for carrying out the project;
Energy consumption reduction calculations, by energy source;
Calculations of GHG emission reductions in tonnes of CO2 equivalent ( tCO2 eq. ) per year and validation in accordance with ISO 14064-3;
Letters of intent from potential clients;
Risk assessment and mitigation strategies.
Other documents may be required by the Ministry depending on the nature of the project.

Step 2
When all your documents are ready, send them by email, with the subject “ Valorisation des rejects thermiques ”, to vrt@environnement.gouv.qc.ca.

Within five working days of receipt of the documents, a program officer will be assigned to your file and his or her name and contact details will be sent to you.

Step 3
Following the complete assessment of your application and confirmation of its eligibility, a confirmation will be sent to you in writing, indicating the maximum amount of financial assistance that may be granted to you.

Step 4
A financial assistance agreement will be sent to you for signature.

A first maximum payment of 50 % of the total financial assistance will be paid to you following :

The signing of the financial assistance agreement by both parties;
Proof that your project has started, for example a purchase order or a contract for the preparation of plans and specifications.
Step 5
Throughout the duration of the project, i.e. from the date of acceptance of the application until the end date of the project, the Ministry requires a progress report by March 31 of each year presenting :

The progress of the project;
Work carried out since the signing of the agreement;
Expenditures and use of financial assistance, including total eligible expenses incurred for the most recently completed financial year (April 1 to March 31 );
Monitoring the schedule.
Step 6
For projects over $ 10,000,000 , a second payment , corresponding to 25 % of the financial assistance awarded, will be made to you after receipt and validation of the progress report’s compliance. The latter must demonstrate eligible expenses incurred in excess of 50 % of the financial assistance awarded.

Step 7
A final project report containing the same information as in step 5 must be produced no later than one month after the project completion date.

Step 8
After receipt and validation of the conformity of the final report accompanied by a request for reimbursement of eligible expenses :

A second and final payment , corresponding to the maximum of the residual financial assistance awarded, will be paid for your project of less than $ 10 million ;
Or

A third and final payment , corresponding to the maximum of the residual financial assistance awarded, will be paid for your project of more than $10 million .
