Description:

The Energy Efficiency Measures Analysis component of the EcoPerformance program provides financial assistance to define and analyze measures to reduce GHG emissions from a building or industrial process.

It has two categories: standard analyses and complex analyses.

Standard analysis 50 % $ 25,000 ​ $ 75,000 ​
Complex analysis 75 % $ 100,000 ​ $ 300,000 ​

Eligibility:

To be eligible, you must be a company, or a group of companies, an institution, a municipality or an organization active in one of the following sectors of activity:

Industrial;
Commercial;
Agricultural;
Agri-food;
Manufacturer (primary and secondary sectors);
Institutional;
Municipal.
You must also:

Have a site located in Quebec;
Being a consumer of fossil fuels or using processes that generate fugitive GHG emissions.
You can be:

A small or medium energy consumer (energy consumption less than 36,000 gigajoules [GJ], other than electricity);
A large energy consumer (energy consumption greater than or equal to 36,000 GJ , other than electricity).
This consumption must be based on the site’s reference scenario, i.e. the situation that would exist in the absence of the project.

Application Steps:

Step 1 – Submit your project
To submit a project, you must provide:

Tabs 1 and 3.1 (section “ Cost Estimate ”) duly completed from the financial assistance application (XLS 0.97 MB) ;
The application for financial assistance scanned in PDF format, signed and dated by an authorized person. This must appear in the Quebec business register. Otherwise, you will need to provide a power of attorney;
Description of the analysis (DOCX 109 KB) , signed and dated by an engineer who is a member of the Ordre des ingénieurs du Québec (OIQ).

Step 2 – Pre-analysis of your request
If your application meets the program criteria, you will be provided with an expense eligibility date (also called a “ cut-off date ”), which will allow you to begin your project.

This eligibility date corresponds to the date of complete receipt of your application for financial assistance, minus 30 calendar days. Therefore, purchase orders produced up to 30 calendar days before the date of receipt of your application are accepted.

Step 3 – Analysis of your request
Following the complete evaluation of your application, we will confirm whether your project is eligible for the program.

You will receive by email the document Confirmation of the conditions of the financial assistance agreement . You will need to complete it to finalize your application. You will also be informed of the maximum amount of financial assistance that may be granted to you.

Finally, the financial assistance agreement (PDF 612 KB) will be sent to you for signature by both parties.

Step 4 – First payment of financial aid
To receive the first payment, you must provide a dated and signed copy of the purchase order authorizing the selected company to perform the analysis.

The first payment corresponds to 50 % of the financial aid granted .

Step 5 – Submission of the analysis report
Within 24 months of the effective date of the Agreement, you will be required to provide:

The analysis report (DOCX 110 KB) , signed and dated by an engineer who is a member of the OIQ;
Tabs 2 and 3.1 (section “ Cost Tracking ”) of the financial assistance application, duly completed and updated.
Step 6 – Second payment of financial aid
After validation of the conformity of the analysis report and other documents, the second and final payment will be confirmed to you. This amount will be the maximum of the residual financial aid awarded during the analysis.

2. Scanned financial assistance application (PDF format, signed and dated by an authorized person)
3. Power of attorney (if the signatory is not listed in the Quebec business register)
4. Description of the analysis (DOCX 109 KB), signed and dated by an engineer who is a member of the Ordre des ingénieurs du Québec (OIQ)
5. Confirmation of the conditions of the financial assistance agreement
6. Financial assistance agreement (PDF 612 KB)
7. Dated and signed copy of the purchase order authorizing the selected company to perform the analysis
8. Analysis report (DOCX 110 KB), signed and dated by an engineer who is a member of the OIQ
9. Financial assistance application (XLS) – Tabs 2 and 3.1 (section “Cost Tracking”), duly completed and updated

Other Things to Note:

The project must be completed within 24 months of the effective date of the financial assistance agreement. Up to six additional months may be granted for exceptional circumstances.
