Description:

The FRONTIERE Program targets Quebec exporting companies in the manufacturing or primary sectors, whose turnover is significantly affected by the increase in American customs tariffs.

Comments on Funding:

The financial assistance takes the form of a loan, with a maximum term of 7 years and a capital repayment moratorium of up to 24 months. The interest-bearing loan can reach a maximum amount of $50,000,000.

Eligibility:

Applicants must:

1. be legally incorporated for-profit businesses and social economy businesses whose exports to the United States are subject to any new US customs tariffs that come into effect since March 4, 2025.
2. be registered in Quebec and have been in business there for at least two (2) years;
3. have generated a turnover of at least $3,000,000 for the last completed financial year;
4. have demonstrated profitability for at least one of the last two completed financial years, except for companies subject to countervailing and anti-dumping duties on their exports of lumber intended for the United States market;
5. be from the manufacturing sector (production of goods) or a primary sector (e.g. agriculture, mining, forestry);
6. have previously made a request to the Government of Canada whether a program is in place to support the liquidity of exporters affected by US customs tariffs.
7. For companies requesting assistance of $10 million or less: have generated at least 25% of their turnover from exports to the United States for the last completed financial year;
8. For companies requesting assistance of more than $10 million: be considered strategic by the Ministry of Economy, Innovation and Energy, based on one of the following criteria:
a. plays a key role in its sector of activity and is an essential link as a major supplier or major client; or
b. is a major employer.
