This program offers a contribution to help companies in their initiatives related to the recruitment, reception, integration, training and retention of national or international employees. This component is aimed at companies that have made a diagnosis of the state of the situation of their human resources. The project must be conducted as part of a strategic plan for growth and improved profitability.


Comments on Funding:

Funding takes the form of a grant, as follows:
1. Private companies:
a) Financial contribution of a maximum amount of one hundred thousand dollars ($100,000) per project;
b) Maximum of 50% of eligible expenses for priority activity sectors and a maximum of 35% of eligible expenses for strategic sectors, retail trade, restaurants and tourist accommodation.
2. Social economy enterprises:
a) Financial contribution of a maximum amount of fifty thousand dollars ($50,000) per project;
b) Maximum of 80% of eligible expenses for all sectors except for commercial, restaurants and tourist accommodation where the maximum eligible expenses is 35%.

Eligibility:

Applicants must:

  • be incorporated private companies*;
    -*Sole proprietorships and general partnerships majority-owned by Aboriginals and located on Wendake territory are eligible.
  • be social economy enterprises (NPOs and coops) carrying out mainly commercial activities;
  • have projects carried out outside the Quebec City agglomeration, but must have the objective of attracting and retaining talent in the company's facilities on the territory of the Quebec City agglomeration (cities of Quebec, Saint-Augustin-de-Desmaures and L'Ancienne-Lorette) and Wendake.

    Exclusions:
  • Vehicle dealerships, auto parts retailers, gas stations and collaborative tourist accommodations (e.g. Airbnb, Home Away) and businesses operating only online;
  • Social economy enterprises (NPOs and coops) that do not demonstrate sound democratic governance;
  • Applicants not discharged from a bankruptcy judgment;
  • Applicants with outstanding amounts with the City of Quebec;
  • Companies registered in the register of companies not eligible for public contracts;
  • Applicants who, during the two years preceding the application for financial assistance, have failed to respect their obligations in connection with the previous granting of financial assistance from the City of Quebec, after having been duly put on notice to do it;
  • Projects that are discriminatory, controversial or risk a negative image for the City of Québec;
  • One-off projects of an event nature are also excluded.

    Eligible Sectors of Activity:
  • Priority Sectors:
    a) Agribusiness, food processing and health foods;
    b) Digital arts and interactive entertainment, fintech, artificial intelligence, smart city or other digital products and technologies, excluding services and consulting;
    c) Optics-photonics, measurement and control technologies, advanced electronics;
    d) Life sciences, biotechnologies and health technologies;
    e) Clean technologies: water, air, soil treatment, ecomobility, energy efficiency, renewable energies, green chemistry, residual materials, enabling technologies and sustainable development.
  • Strategic Sectors:
    a) Art, culture, and heritage;
    b) Insurance and financial services;
    c) Manufacturing, materials, industrial processing, robotics, and industry
  • 0;
    d) Urban security;
    e) Tourism.
  • Commercial Sectors:
    a) Retail, restaurants, businesses providing services to leisure and business tourists visiting the metropolitan area (including tourist accommodation);
    b) Limited to businesses with 20 or fewer employees (full-time equivalent) per establishment;
  • Social economy sector.
