Description:

Energy management in vehicle fleets allows the profitability of different actions that reduce fuel consumption and GHG emissions to be assessed, their implementation to be planned and their monitoring to be carried out.

This component provides financial assistance to pay for the services of a coach who can help fleet managers with energy management, i.e. to:

carry out an assessment of the energy consumption and GHG emissions of their vehicle fleet;
implement measures ;
monitor results to reduce fuel consumption and GHG emissions.

Comments on Funding:

The applicant may benefit from a maximum financial assistance of $150,000 per fiscal year.

Eligibility:

The applicant must:
1.be any business registered with the Quebec Business Registry, any municipality, and any public organization with an establishment in Quebec, with the exception of:
a) Ministries or budgetary organizations of the Quebec government listed in Annex 1 of the Financial Administration Act (Chapter A6.001);
b) Persons designated by the National Assembly;
c) Federal ministries or organizations;
d) Applicants in dispute with the Ministry of the Environment, Climate Change, Wildlife, and Parks (MELCCFP), or who have not fulfilled their obligations towards the organization;
e) Applicants in a situation of bankruptcy or insolvency within the meaning of the Bankruptcy and Insolvency Act;
d) Applicants registered in the Business Registry, not eligible for public contracts (RENA).
2. be the owner or operator of a fleet of road vehicles.

It is important not to award a contract or sign a consultant’s offer of services until you have filed an application for approval and received approval from the Ministry.

You can consult the list of organizations trained by the Ministry in energy management support. However, it is not mandatory to do business with one of these organizations to participate in the Support component.

Step 1 – Project Planning
The organization is planning an activity in energy management of its fleet of vehicles. The activity must be carried out by a consultant external to the organization and the applicant must obtain an estimate of the costs of the accompanying work, supported by a submission. The Intervention Guidepresents the intervention approach of an energy management project for the supervisors.

Step 2 – Request for approval
The application for approval is mandatory in the process. The applicant presents his/her accompanying project with energy management activities.

To submit a request for approval, you must send the Ministry:

the application formExcel format by providing the required information in the “General Information” and “Support” tabs: by checking the “Request for approval” box;
the signed financial aid application form, “General Information” tab, pdf or image format;
the tender selected for the completion of the project;
the accompanying project planfrom the Ministry model.
The applicant may not be represented for the presentation and processing of his application.

Step 3 – Analysis of the approval request
The Ministry analyses all documents received and checks that:

all information required in the financial assistance form has been provided;
the organization is eligible;
the consultant is employed by an organization with an establishment in the province of Quebec;
The support covers the energy management of a fleet of vehicles with activities eligible for the program.
The Ministry then sends an email with an opinion on the eligibility of the project.

Step 4 – Project Implementation
The applicant can then begin the support project. The activities must be carried out according to the instructions provided in the approval stage. The applicant validates the quality of the reports and ensures that they meet their needs and the agreement they have with their consultant. They also ensure that the reports comply with the Ministry’s templates.

Step 5 – Apply for financial assistance
Following the support work, the applicant must send the Ministry:

the application formExcel format by providing the required information in the “General Information” and “Support” tabs and checking the “Financial Assistance Request” box;
the signed financial aid application form, “General Information” tab, pdf or image format;
copies of the consultant’s invoices justifying the costs;
details of hours worked internally by staff, based on the declaration template, if claimed;
a copy of the invoices for the rental costs of the measuring equipment (if applicable);
a copy of proof of payment of invoices;
the analysis report of each activity carried out based on the intervention report templates provided by the Ministry.
The hours worked internally must be directly related to the eligible activities of the support project. For example, this may involve helping the support worker collect data, implement actions, etc. The description of the employees’ tasks within the project must be clear.

Step 6 – Analysis of the financial aid request
The Ministry validates the conformity of the reports received in order to ensure that the activities carried out correspond to those planned at the approval stage as well as to the objectives of the program. The reports also make it possible to judge the quality of the consultants’ work.

Other supporting documents, such as invoices and the accompanying internal hours worked report, are also checked.

Step 7 – Payment of financial aid
Following validation of compliance, the Ministry determines the amount of financial assistance based on the various criteria of the regulatory framework and pays the financial assistance by check.
