Description:

Stream B encourages companies to carry out a project in line with the digital context.

Comments on Funding:

The total amount of assistance granted under Component B cannot exceed 65% (75% for umbrella organizations) of the eligible expenses for the project. The maximum amount of financial assistance awarded per print media company or umbrella organization is set at $400,000 per project. It should be noted that the maximum assistance granted per beneficiary cannot exceed $2.4 million over 3 years.

Eligibility:

Section B is aimed at companies in the written information press (on printed or digital media) which:

are legally constituted and registered with the Registrar of Companies;
have their head office in Quebec and carry out the majority of their activities there OR operate a media outlet with an establishment in Quebec and whose content is specifically aimed at the Quebec population;
In this case, the project must only target media located in Quebec, and the human resources necessary for the completion of the project must come from Quebec and be based there.
have respected, where applicable, their commitments to the Ministry when awarding a previous grant.

Application Steps:

The application for financial assistance must be submitted on the dates determined by the Ministry, which appear in the program calendar available on the Ministry’s website.

The applicant may submit only one application for financial assistance per call for projects: either for section A or for section B. In addition, only one application may be submitted by companies operating more than one written media.

A print media company that operates more than one print media outlet must submit a single application for financial assistance, either for some or all of them. It must demonstrate that the print media outlets in question meet the specific eligibility conditions and evaluation criteria.

The applicant must present, in the form or in the attached documents, the information allowing his application to be assessed:

Project information:
a description;
the context and justification (PDF 71 KB) :
circumstances which justify the carrying out of a project,
description of the applicant’s needs,
relevance and coherence of the project in relation to the applicant’s mission,
additional elements or clarifications on certain aspects of the project;
the objectives;
the implementation schedule (PDF 169 KB) ;
detailed budget forecasts;
a presentation of the team planned to carry out the project, highlighting its experience and skills (abbreviated CV to be attached);
a project organization chart with the responsibilities of each team member;
the presentation of the partners associated with the project and the description of the contributions they intend to make to it, as well as the letters of commitment confirming their participation (financial or in services).
Applicant’s information:
its most recent financial statements approved and signed by the directors;
the resolution adopted by the competent authorities on the request for financial assistance and on the agent;
the organizational chart of the applicant’s organizational structure and of the companies linked to it, if applicable;
the latest activity report;
the up-to-date list of members of its board of directors and of the members of the board of directors of its controlled and related entities, if applicable;
the Quebec business number.
Information on the written media (PDF 112 KB) covered by the request:
the name of the media;
the language of broadcast;
annual income;
the number of employees in total and by job category (e.g., journalists, management staff, technical and support professionals, sales staff);
the number of volunteers, if applicable;
the indication of the different editions;
the start date of activities;
the target market;
the sale price (per unit or per subscription);
the circulation or number of digital readers;
the number of pages, if applicable;
the frequency of publication or updating of content;
the average total number of written contents broadcast per edition (reported information, explained information, commented information, other types of content) over the last 12 months.
For the purposes of this calculation, a piece of written content is considered a unit (e.g., an article, text, or section), regardless of the space it occupies. Only written content should be used to establish this percentage.
Other types of content refer to advertising and other promotional content, services (e.g. movie times, sports results, stock quotes and classified ads), public notices as well as thematic editorial content (horticulture, automotive, science and technology, home life).
In addition, the applicant must:
attach a document demonstrating that their project is part of a digital adaptation strategy specific to their organization. The document must present, for example, the results of a study on the positioning of their company, a business diagnosis, strategic planning, an action plan or a business plan;
present the expected results and the expected benefits of its project;
attach the duly signed financial aid conditions document (PDF 2.32 MB) .
Any relevant information to support the request.
Written information press business grouping organizations and community media grouping organizations must also attach proof of the adhesion and support of the majority of their members to the submitted project.

During the analysis of the project, the applicant must provide the Ministry with the information and additional documents that it requests, including the letters of commitment from the partners who have confirmed their participation.

To be submitted for evaluation, the files must be complete, comprehensible and based on accurate data. Otherwise, it will be up to the applicant to correct the deficiencies within the time limit granted by the Ministry.

Application assessment
The evaluation of applications is carried out by the Ministry. The latter could use external expertise.

Applications deemed eligible will be evaluated and analyzed based on the program objectives. The applicant must therefore demonstrate that his or her project is consistent with the general objectives of the program as well as with the specific objective of component B.
