Description:

As part of Quebec’s cultural policy Partout, la culture, as well as Quebec’s Policy on the Canadian Francophonie, the Ministère de la Culture et des Communications is launching the 2nd edition of the Call for Projects for Digital Cultural Development in the Canadian Francophonie. The financial assistance aims to support digital cultural development projects that promote the discoverability of Francophone cultural content in the digital environment or that focus on the acquisition, consolidation and exchange of digital skills in the cultural sector.

Eligibility:

The Quebec applicant must be accompanied by at least one cultural partner from the Canadian Francophonie to carry out the project, with a view to promoting Franco-Canadian partnerships. For the Call for Projects, the meaning of partnership must respect the definition of the Office québécois de la langue française: “Form of cooperation between two or more organizations contributing to carrying out a project by pooling material, intellectual, human or financial resources”. Thus, a service provider or subcontractor will not be considered a partner in the project. In addition, the partner may not under any circumstances be an organization of which the applicant is a member or of which Quebec is a member.

Eligible applicants are those who work primarily in the areas of intervention of the Ministry, the Conseil des arts et des lettres du Québec (CALQ) or the Société de développement des entreprises culturelles (SODEC), who are registered with the Registraire des entreprises du Québec and who are:

non-profit legal persons under Part 3 of the Companies Act (RLRQ, chapter C-38) or the Canada Not-for-profit Corporations Act (SC 2009, c. 23);
cooperatives incorporated under the Cooperatives Act (RLRQ, chapter C-67.2) or the Canada Cooperatives Act (SC 1998, c. 1);
for-profit legal entities;
State companies reporting to the Minister of Culture and Communications:
National Library and Archives,
Conservatory of Music and Dramatic Art of Quebec,
Museum of Contemporary Art,
Museum of Civilization,
National Museum of Fine Arts of Quebec,
Montreal Place des Arts Society,
Grand Theatre Society of Quebec,
Tele-Quebec;
colleges under the General and Vocational Colleges Act (RLRQ, chapter C-29);
university educational institutions under the Act respecting university-level educational institutions (RLRQ, chapter E-14.1);
research centers.
The applicant must have been legally incorporated for more than 12 months and have its headquarters in Quebec.

Application Steps:

The applicant must indicate in the duly completed Financial Assistance Application form (PDF 1.04 MB) the following information, allowing the application to be assessed:

the 250-word project summary for publication;
the organization’s mission, its experience in cooperation with pan-Canadian or international partners and its digital expertise;
the detailed budget of the project;
the project implementation schedule;
the expected results and foreseeable impacts of the project;
the presentation of the partner(s) associated with the project and the precise description of their role and their added value.

Documentation Needed:

The applicant must attach the following documents to his/her application for financial assistance:

the duly completed application form;
its most recent financial statements approved and signed by its directors;
his latest activity report;
the descriptive data management plan for the organization, if applicable;
the resolution adopted by its competent authorities on the request for financial assistance and the agent;
the CV of the Quebec project manager and the production team;
the letter of commitment from the Canadian Francophonie partner(s) confirming their participation (financial and/or in services).
During the analysis of the project, the applicant must provide the Ministry with the information and additional documents that it requests, if applicable.

To be considered admissible, the submitted project must be complete, comprehensible and based on accurate data. Otherwise, it is up to the applicant to correct the deficiencies within the time limit granted by the Ministry.
