Support the development of digital creativity projects by creators and businesses in Quebec
Increase the reach and accessibility of Quebec digital creativity projects in public spaces and cultural dissemination venues across all administrative regions of Quebec among a variety of audiences
Contribute to the influence and growth of the Quebec digital creativity sector
Contribute to the appropriation and use of public spaces and places of cultural diffusion by the population of Quebec

Comments on Funding:

The grant awarded varies depending on the type of project:

for the realization of an original digital creativity project , the minimum grant awarded to a project is $100,000 and cannot exceed $1 million;
for the hosting of an existing Quebec digital creativity project , the maximum amount of the grant is $400,000.
Depending on the legal status of the applicant, the program allows for financial assistance of up to 80% of eligible expenses related to its implementation. Please note that no cost overruns of the activities or the approved project will be accepted for additional financial assistance.

Eligibility:

Stream 3 is aimed at organizations constituted under one of the following legal forms:

a non-profit legal entity;
a cooperative incorporated under the Cooperatives Act (RLRQ, chapter C-67.2) or the Canada Cooperatives Act (SC 1998, c. 1);
a collective enterprise defined within the meaning of the Social Economy Act (RLRQ, chapter E-1.1.1);
a municipal body governed by the Cities and Towns Act (RLRQ, chapter C-19) or the Municipal Code of Quebec (RLRQ, chapter C-27.1);
a First Nations or Inuit public authority.
To be eligible, the applicant must:

manage the occupation of a public space or a cultural site in Quebec;
have been legally incorporated for more than 12 months;
have its head office in Quebec.
The following are not eligible for section 3:

individual businesses;
private for-profit companies;
ministries, health and education institutions as well as budgetary and non-budgetary bodies of the Government of Quebec governed by the Financial Administration Act (RLRQ, chapter A-6.001);
universities and research centres;
applicants registered in the Register of Companies not eligible for public contracts;
applicants who, during the two years preceding the application for financial assistance, have failed to comply with their obligations after having been duly notified in connection with the award of previous financial assistance by the Ministry;
applicants who fail to meet the high standards of integrity which the public is entitled to expect from a recipient of financial assistance paid from public funds;
insolvent applicants, bankrupts, who have filed a composition proposal or who are deriving a benefit from a law relating to bankruptcy or insolvency before receiving confirmation of financial assistance from the Ministry under this standard.

Application Steps:

The request for financial assistance must be produced on a form accessible via the di@pason online service This hyperlink will open in a new window.and is automatically forwarded to the management of the Ministry responsible for its processing. It must be transmitted on the dates determined by the Ministry, i.e. during the call for projects which takes place from August 19, 2024 to October 3, 2024.

Before submitting their application, the applicant must register in the di@pason system as a partner client (or update their profile if they are already registered). It is recommended to complete the registration (or update) no later than one week before the project submission deadline, to allow the Ministry time to validate the profile. No extension of the submission date will be granted to an applicant who begins their procedures too late to complete them within the prescribed deadlines.

Documentation Needed:

In addition to the duly completed di@pason form, the applicant must attach the following documents:

the project implementation schedule;
detailed budget forecasts;
a communication strategy (including target audiences and, for any online component, a strategy aimed at discoverability);
a presentation of the project implementation team highlighting their experience and skills;
a project organization chart with the responsibilities of each team member;
letters of commitment from partners confirming their participation (financial or in services) if applicable, and the value of their contribution;
the applicant’s most recent financial statements, duly adopted by its competent authorities;
the resolution adopted by its competent authorities on the request for financial assistance and the agent(s);
the organization chart of the organization writing the application and that of its related companies, if applicable;
the applicant’s latest activity report or, for municipal organizations and indigenous public authorities, a statement of their cultural achievements;
the up-to-date list of members of its board of directors and of the members of the board of directors of its controlled and related entities, if applicable.
If the applicant has a business relationship with one or more related companies, he must:

inform the Ministry by indicating each of them by their legal name and their Quebec business number;
demonstrate that it is the sole beneficiary of its surpluses as well as of the subsidies allocated to it and of any other external contribution;
provide evidence that its transactions with related companies:
are formally documented by contract or written agreement,
are disclosed in notes to the financial statements in accordance with generally accepted accounting principles,
are established under conditions and at costs lower or at least comparable to those which would apply with a third party;
make available to the Ministry, upon request, the financial statements of each of these related companies.
To be submitted for analysis, the file must be complete, comprehensible and based on accurate data.

During the analysis of the project, the applicant must provide the Ministry with the information and additional documents that it requests.

Other Things to Note:

Terms of payment of financial aid
Upon signing the financial assistance agreement, the Ministry pays an initial installment of its grant representing 50% of the announced amount. The balance is paid according to terms and stages determined by the nature of the project, its duration and the expected deliverables. Large grants may be subject to several payments spread according to the phases of the project determined in the financial assistance agreement.

Any financial commitment by the government is only valid if there is, on an appropriation, a sufficient available balance to charge the expenditure resulting from this commitment, in accordance with section 21 of the Financial Administration Act (RLRQ, chapter A-6.001).
