Description:

Indigenous media operating in Quebec face significant challenges in terms of financing their activities, their organizational structure and the development of content, programming and advertising strategies. They also have needs in terms of improving their infrastructure, as well as recruiting and professionalizing their human resources.

Comments on Funding:

In addition to the clauses relating to the payment and use of financial assistance, the performance agreement that the beneficiary must sign to receive the grant includes:

the statement of obligations relating to accountability;
commitments relating to communications surrounding the subject of the grant.
The program provides financial assistance of up to 90% of eligible expenses related to the implementation of the project, meeting the financial assistance guidelines for non-profit organizations and public authorities (75% for for-profit companies).

The calculation of the accumulation of direct or indirect financial assistance, including tax credits, received from ministries, agencies and Crown corporations of the governments of Quebec and Canada, as well as municipal entities that are not direct beneficiaries of the program, must not exceed 90% of eligible expenses for non-profit organizations and public authorities (75% for for-profit businesses).

For the purposes of the rules for calculating the cumulative rate of public financial assistance, the term “municipal entities” refers to municipal bodies included in section 5 of the Act respecting Access to documents held by public bodies and the Protection of personal information (RLRQ, c. A-2.1).

The assets referred to in paragraph 1 of the first paragraph of section 89 of the Act establishing the Eeyou Istchee Baie-James regional government (RLRQ, c. G-1.04) are not considered in the accumulation rule of this standard.

For the purposes of the rules for calculating the accumulation rate, all forms of financial assistance granted by a public body must be calculated at 100% of their value, whether they are repayable or not.

The Ministry pays, upon signing the agreement, a first instalment of its grant representing at least 50% and at most 80% of the announced amount. The remainder is paid according to terms and stages determined by the nature of the project, its duration and the expected deliverables. Large grants may be subject to several payments spread according to the phases of the project determined in the agreement.

Under this program, the maximum financial contribution intended for a project cannot exceed $50,000.

Financial assistance may, in all cases, be revised based on the credits allocated to the Ministry by the National Assembly.

The applicant’s contribution to the realization of his project must be equivalent to at least 10% of the total income associated with the project, including at least 5% in cash.

The contribution that the applicant intends to pay for the implementation of the project must be accounted for; it must be part of the budget presentation. This contribution may include the goods and services that will be provided, accompanied by an estimate of their market value.

Eligibility:

The program is aimed at non-profit legal entities (organization, cooperative or public authority) as well as for-profit companies legally constituted and registered with the Registrar of Companies which:

have their headquarters and principal establishment in Quebec and carry out the majority of their activities there;
provide the population or their members (as the case may be) with the conditions of access to their activities, their goods and their services.

The application for financial assistance must be received by the dates determined each year by the Ministry. To find out these dates, consult the program calendar (PDF 77 KB) .

Note: Certain projects deemed very urgent could be processed by the Ministry outside the previously established program schedule.

Documentation Needed:

The applicant must provide, in the form or attached documents, the following information to enable his application to be assessed:

a description of the project, including the context and rationale for the project;
the objectives of the project;
the dates of its completion;
the expected results and expected impacts;
the name and contact details of the partners associated with the project and a description of the contributions they intend to make (contributions in goods and services must be recorded, estimated according to their market value);
a presentation of the team planned to carry out the project, highlighting its experience and skills;
the balanced and detailed budget of the project;
the project implementation schedule (PDF 117 KB) and the project phases specifying the main stages or implementation activities;
its most recent financial statements (in the case of an organization);
the resolution adopted by its competent authorities on the request for financial assistance and the agent;
any other relevant information to support his application.
During the analysis of the project, the applicant must provide the information and additional documents that the Ministry requests, where applicable.

To be submitted for evaluation, the file must be complete and based on accurate data. Otherwise, it will be up to the applicant to correct the deficiencies within the time limit granted by the Ministry.

Other Things to Note:

The reporting must be carried out in accordance with the provisions of the results agreement:

it is produced according to the frequency established therein or at the end of the project, depending on its nature and duration;
it is the subject of a final written report and, where appropriate, progress reports, which the applicant draws up himself.
