Promote the deployment of commemorative markers and commemorative events in all regions of Quebec
Increase participation in commemorative activities of local, regional or national interest

Comments on Funding:

The grant awarded to a beneficiary for their project cannot exceed $50,000.

The program provides financial assistance to a beneficiary that can represent up to 80% of eligible expenses related to the completion of the project. Please note that no cost overruns of the activities or the approved project will be accepted for obtaining additional financial assistance.

Eligibility:

Section 1 is aimed at organizations established under one of the following legal forms:

a non-profit legal entity;
a cooperative incorporated under the Cooperatives Act (RLRQ, chapter C-67.2) or the Canada Cooperatives Act (SC 1998, c. 1);
a collective enterprise defined within the meaning of the Social Economy Act (RLRQ, chapter E-1.1.1);
a municipal body governed by the Cities and Towns Act (RLRQ, chapter C-19) or the Municipal Code of Quebec (RLRQ, chapter C-27.1).
To be eligible, the applicant must:

have been legally incorporated for more than 12 months;
have its headquarters and principal establishment in Quebec. The Ministry understands headquarters to be the place where the decision-making centre is located, where the true management of the organization is exercised.
Not eligible for section 1:

First Nations and Inuit applicants, who are eligible for Stream 2 ;
the ministries, health and education institutions, budgetary and non-budgetary bodies of the Government of Quebec governed by the Financial Administration Act (RSQ, chapter A-6.001), as well as the Montreal Museum of Fine Arts, which is subject to a specific law;
universities and research centres;
private for-profit companies;
individual businesses;
applicants registered in the Register of Companies not eligible for public contracts;
applicants who, during the 2 years preceding the application for financial assistance, have failed to comply with their obligations after having been duly notified in connection with the granting of previous financial assistance by the Ministry.

Application Steps:

The request for financial assistance must be produced online on a form accessible via the di@pason online service This hyperlink will open in a new window. and is automatically forwarded to the management of the Ministry responsible for its processing. It must be transmitted on the dates determined by the Ministry, i.e. during the Call for Projects which takes place from September 11, 2024 to October 21 , 2024.

Before submitting their application, the applicant must register in the di@pason system as a client-partner (or update their profile if they are already registered). It is recommended to complete the registration (or update) no later than 1 week before the project submission deadline, to allow the Ministry time to validate the profile. No extension of the submission date will be granted to an applicant who begins their procedures too late to complete them within the prescribed deadlines.

Documentation Needed:

In addition to the duly completed di@pason form, the applicant must attach the following documents relating to the project at the time of submission:

the duly completed Project Summary Description form (PDF 87 KB) ;
the implementation schedule, including promotional and communication activities;
the duly signed document Conditions for granting financial assistance (PDF 433 KB) ;
its most recent financial statements, duly adopted by its competent authorities;
the current list of members of its board of directors, including the names of the directors, their citizenship and their place of tax residence;
the commitment letters from its partners, if applicable. All partners who have confirmed their assistance must provide a commitment letter in which they specify the amount of their contribution (contributions in goods and services must be estimated according to their market value);
the resolution taken by its competent authorities on the request for financial assistance and the agent.
To be submitted for analysis, the file must be complete, comprehensible and based on accurate data. During the analysis of the project, the applicant must provide the Ministry with the information and additional documents that it requests.

It is also the applicant’s responsibility to ensure that they obtain all required authorizations, if applicable, for the completion of their project (examples: municipal permit, owner’s authorization or authorization under the Cultural Heritage Act ).

The essential content of the application should be included in the mandatory documents, although additional documents may be added. Additional documents will be consulted only as needed.

Other Things to Note:

Rule for the accumulation of public financial aid
The accumulation of direct or indirect financial assistance received from ministries, agencies and Crown corporations of the governments of Quebec and Canada, including tax credits, as well as from municipal entities that are not direct beneficiaries of the program, must not exceed 90 % of eligible expenses.

For the purposes of the rules for calculating the cumulative rate of public financial assistance, the term “municipal entities” refers to municipal bodies included in section 5 of the Act respecting Access to documents held by public bodies and the Protection of personal information (RLRQ, chapter A-2.1).

The article referred to in paragraph 1 of the first paragraph of section 89 of the Act establishing the Eeyou Istchee Baie-James regional government (RLRQ, chapter G-1.04) is not considered in the cumulation rule of this standard.

For the purposes of the rules for calculating the accumulation rate, all forms of financial assistance granted by a public body must be calculated at 100 % of their value, whether they are repayable or not.

Also, when the cumulative rate of public financial assistance is less than 100 % of eligible expenses, a minimum contribution from the beneficiary is required to ensure that government assistance does not finance all of the eligible expenses of the project.

Furthermore, financial assistance from the Business Development Bank of Canada, Farm Credit Canada and Financière agricole du Québec are to be considered private contributions if they do not offer any conferred advantage, or if they are agreed to under market conditions.
