Description:
The Ministry of Culture and Communications’ mission is to contribute to the influence of culture and communications, to the individual and collective development of the population, and to the establishment of an environment conducive to the creation and vitality of territories. These mission elements constitute facets of cultural vitality and communications.
Comments on Funding:
To be eligible, a project must correspond to the Ministry’s orientations and priorities both in the intervention sector in which it is located and in the territory concerned by its implementation (local, regional, interregional or national). These orientations and priorities are described in the Financial Assistance Guidelines , which are based on the Ministry’s policies, reference frameworks, regional guidance documents and strategic plan.

Eligibility:
Only applicants who work primarily in one of the Ministry’s areas of intervention and whose legal form of business corresponds to one of the following 2 choices are eligible:
non-profit legal person incorporated under Part 3 of the Companies Act (RLRQ, chapter C-38) or the Canada Not-for-profit Corporations Act (SC 2009, c. 23);
cooperative incorporated under the Cooperatives Act (RLRQ, chapter C-67.2) or the Canada Cooperatives Act (SC 1998, c. 1).
The applicant must have its head office and principal establishment in Quebec. It must demonstrate that the effective control of the company is held mainly by persons who are tax residents of Quebec. The Ministry understands head office to be the place where the decision-making centre is located, where the true management of the organization is exercised.

The application for financial assistance is produced online using a form accessible in the di@pason online service and automatically forwarded to the Ministry department responsible for processing it.
An application for financial assistance can be submitted at any time during the year.

Other Things to Note:
The program provides financial assistance of up to 75% of eligible expenses related to its implementation, up to a maximum of $50,000. For an estimated financial contribution that exceeds this amount, the Department must first obtain authorization from the Treasury Board or the Council of Ministers to provide financial assistance to a recipient.

Applicant’s contribution to eligible expenses 10 % minimum, including 5 % in cash
Since the contribution that the applicant intends to pay for the implementation of the project must be accounted for, it must be part of the budget presentation. This contribution may include the goods and services that will be provided, accompanied by an estimate of their market value.
