This tax measure aims to facilitate the recruitment of foreign experts who promote the results of scientific research and experimental development (SR-ED) within the framework of innovation projects within private companies in Quebec.

Eligibility:

The certificate for foreign expert can be requested by a company for a foreign expert (candidate) hired as part of an innovation project.

The company must:

be located in Quebec;
carry out SR&ED;
have signed an employment contract with a foreign expert.

Application Steps:

Complete the application form (PDF 1.27 MB) and prepare the following documents:

Detailed and signed candidate’s CV;
Copy of employment contract;
Copy of the company’s certificate of incorporation, if this is a first application;
One of the following documents:
Copy of diplomas from a Quebec university,
Copies of post-secondary diplomas with list of courses, and certified copy of the candidate’s most recent relevant diploma,
Comparative evaluation of studies carried out outside Quebec.
Send by email, in a single shipment, the application form as well as all required documents.

Terms and conditions
The foreign expert certificate must be renewed annually using the annual expert certificate application form (PDF 1.24 MB) .

The foreign expert holding a certificate can then claim a deduction in his provincial income tax return, for a maximum period of five years.
