The agreement for the hiring of Aboriginal cultural development agents (EEADCA) aims to support the hiring and training of development agents in Aboriginal communities, with a view to ensuring, within the communities, the deployment of expertise in Aboriginal cultural development and thus forming new partnerships between the communities and the Ministry
Comments on Funding:
The Ministry pays, upon signing the financial assistance agreement, an amount representing a maximum of 50% of the financial assistance awarded annually. The balance is paid according to the terms and conditions set out in the financial assistance agreement.
Financial assistance may, in all cases, be revised depending on the availability of funds allocated to the Ministry by the National Assembly.

Eligibility:
The eligible band councils and communities are as follows (chapter A-33.1 of the Cree, Inuit and Naskapi Native Persons Act):
Inuit;
“Inuit Community” means any of the existing Inuit communities of Kangiqsualujjuaq, Kuujjuaq, Tasiujaq, Aupaluk, Kangirsuk, Quaqtaq, Kangiqsujuaq, Salluit, Ivujivik, Akulivik, Puvirnituq, Inukjuak, Umiujaq, Kuujjuarapik, Chisasibi and Killiniq (Port Burwell), as well as any Inuit community formed after May 1, 2006 and recognized by the government.

“Cree community”: a group in the territory, composed of all the members of a Cree band, within the meaning of the Indian Act (Revised Statutes of Canada [1985], chapter I-5), until the incorporation of such a band as provided for in chapter 9 of the Agreement and thereafter, of all the members of this corporation, as well as any other person eligible for registration as a Cree beneficiary under this Act and recognized by the said band as being part of this group.
Naskapis.
“Naskapi Community”: the group in the territory, composed of all the members of the band, within the meaning of the Indian Act, named Naskapis of Schefferville, until its incorporation as provided for in Chapter 7 of the Northeastern Quebec Agreement and thereafter, of all the members of this corporation, as well as any other person eligible for registration as a Naskapi beneficiary under this Act and recognized by the said band as being part of this group.
Application Steps:
The applicant must send to the relevant department of the Ministry a request resolution adopted by the competent authorities. This resolution must cover two elements: the request for financial assistance and the identification of the representative.
The agent is the person authorized to sign on behalf of a body or public authority by resolution of its board of directors.
The application aims to establish the basis for negotiation of the EEADCA. It sets out the objectives pursued, the actions that will be carried out by the cultural development agent within the framework of his mandate and the financial, material, informational and human resources that he intends to commit during the period envisaged.
An EEADCA may be entered into at any time during the fiscal year. Indigenous community authorities must provide, upon request by the Department, any relevant additional information or documents to support and analyze the application.
Documentation Needed:
The EEADCA takes the form of a financial aid agreement which, in addition to the usual legal terms, must include:
A statement of the mandate of the cultural development officer (Appendix A), including the deployment of expertise in indigenous cultural development and the creation of a link between the community and the Ministry;
The annual or multi-annual plan of actions under the responsibility of the agent and the description of the resources allocated to their implementation (Annex A);
The financing plan for the agreement (Appendix B);
The beneficiary’s communication plan and visibility plan as well as the methods chosen for reporting (Appendix C);
Any other document or information allowing a better understanding of the EEADCA.
In addition, the beneficiary must specify in the financial assistance agreement:
The community leader who will ensure the implementation of the EEADCA and the extent of his/her responsibilities in this regard;
EEADCA monitoring and accountability mechanisms;
The terms and conditions relating to its financial and service participation;
The means used to achieve the agreed objectives and carry out the selected actions (Annex A).
An EEADCA can be concluded for a period of 1 to 3 years.
