Description:

The Quebec Alcohol Positioning Support Program – Support for Maintaining the Development of Sales of Artisan Wine Producers (PAPAQ, section 4) aims to support the development of Quebec artisan wine producers.

Financial assistance is calculated based on sales made before applicable taxes in the grocery and convenience store network.

Eligibility:

Eligible customers
The following are eligible:

sole proprietorships and for-profit businesses legally incorporated under the laws of the government of Quebec or Canada and having an establishment in operation in Quebec;
collective enterprises (cooperatives and non-profit organizations) within the meaning of the Social Economy Act.
Companies must be registered in Quebec, have an establishment there and carry out an activity there.

These companies must in particular:

hold a permit for artisanal wine production issued by the Régie des alcools, des courses et des jeux (RACJ) under the Act respecting the Société des alcools du Québec;
have made sales to one or more holders of a grocery permit issued by the RACJ under the Liquor Permit Act;
comply with the terms and conditions governing sales, in particular sections 26 and 26.0.1 of the Act respecting the Société des alcools du Québec. The holder of the artisanal wine production permit must have an up-to-date file with the SAQ.
Applicants must meet the following conditions:

Not be registered in the Register of Companies Ineligible for Public Contracts (RENA).
Have fulfilled all their obligations relating to the allocation of previous financial assistance from a ministry or agency of the Government of Quebec for at least two years.
Not be a Crown corporation or a corporation controlled directly or indirectly by a government (municipal, provincial or federal), a municipal entity or a business that is majority owned by a Crown corporation.
Not to commit ethical breaches or offer products or services likely to undermine the integrity or call into question the probity of the Government of Quebec, even by association.
