Support for the development of agriculture and agri-food in the region

Description:

This program supports the adaptation of agri-food companies in a context of market opening and access to them. It also aims to mobilize local development actors around concerted and collective projects that highlight the economic potential of the bio-food sector.

Comments on Funding:

For support for innovation:
ƒ Financial assistance can cover up to 50% of eligible expenses for an agricultural business
innovation project that aims to test and implement a new adapted practice or technology. The amount of financial assistance can reach $10,000 per project;
ƒ Financial assistance can reach a lump sum of $2,000 for a demonstration project that aims to publicize new production techniques or agricultural
instruments.

Application Steps:

PROCEDURE TO FOLLOW
6.1 Applications must be submitted in writing to a regional office of the Ministry.
6.2 For all components of this program, the applicant must sign a
financial assistance agreement, or a letter of offer, or an interview report
including the following clause: “The applicant acknowledges having received a copy of the
Program to support the development of agriculture and agri-food in the region
corresponding to his application and having read it, and he agrees
to comply with each of the clauses, conditions and obligations set out therein.”
6.3 Applications deemed admissible will be analyzed and accepted, taking into account
the program’s objectives, by the person or committee designated by the
regional director, until the funds allocated for this program are exhausted, subject to their adoption by the National Assembly.
6.4 All projects will be analyzed from the perspective of the influence they have on
the environment. 6.5 If an applicant wishes to contest the decision to refuse financial assistance, he or she may
file a written appeal to the Review Committee, which is under the responsibility
of the Regional Director, within thirty days of the date notifying him or her of the Ministry’s
refusal to grant financial assistance.

6.6 The beneficiary must obtain an annual written budget commitment or a letter of offer from the Ministry’s regional office for each project,
before work begins, with the exception of the plans and specifications required for a
project. In addition, a deadline will be imposed on the applicant for the completion of
expenses related to his or her project, after which the budget commitment will be
cancelled, thus freeing up budgets for other projects.
6.7 The beneficiary agrees to send the Ministry a report attesting to the
expenses incurred as well as, where required, the appropriate supporting
documents.
6.8 When deemed appropriate, the Ministry will conduct an on-site verification of the
fixed assets and expenses actually carried out and planned in the
project.
6.9 Financial assistance is paid when the project is carried out in accordance with the
conditions of this program and, if applicable, in accordance with the conditions and
recommendations formulated in the interview report produced by the
person designated by the regional director.
6.10 As part of the application of a specific agreement to which the MAPAQ and the CRE
are signatories, the regional director may harmonize these
procedures with those relating to the agreement.
