Description:

The Economic Development Project Support Program – Structuring projects of organizations in support of the development of strategic sectors and regions (PAPDE, component 2) aims to support the implementation of activities and projects that promote the economic development of strategic sectors, niches and centers of excellence, innovation centers and zones as well as regions.

Comments on Funding:

Financial assistance takes the form of a non-repayable grant.

The maximum aid rate is 60% of eligible expenses for organizations and 40% of eligible expenses for businesses.

The accumulation of government assistance cannot exceed 80% of eligible expenses for organizations and 50% of eligible expenses for businesses.

The maximum amount of financial assistance is $1,000,000 per organization, per year, for a maximum of $3,000,000 over three years.

Eligibility:

The following are eligible:

non-profit organizations;
CEGEPs, college technology transfer centres and university establishments in Quebec;
Quebec research centers;
businesses;
cities, municipalities and regional county municipalities (RCMs);
organizations with similar activities and NPOs established under the Cities and Towns Act.
Applicants must meet the following conditions:

Not to be or not to use the services of subcontractors registered in the Register of companies not eligible for public contracts (RENA).
Have met all their obligations relating to the allocation of previous financial assistance from the Government of Quebec or Investissement Québec for at least two years.
Not be a Crown corporation or a corporation controlled directly or indirectly by a government (municipal, provincial or federal), a municipal entity or a business that is majority owned by a Crown corporation.
Not be in a situation of bankruptcy or insolvency.
Not to commit ethical breaches or offer products or services likely to undermine the integrity or call into question t

Complete the financial aid application form (PDF 1.78 MB) and prepare the following documents:

a detailed description of the project and its financial structure;
the organization’s financial statements for the last two years (or forecast financial statements for a start-up organization);
the latest annual activity report of the organization and the niche, if applicable;
service offerings and partnerships, if applicable;
a copy of the declaration of compliance with the Equal Access to Employment Program, if applicable;
a copy of the francisation certificate, if applicable;
any other document required depending on the nature of the project (market study, sustainable development action plan, etc.).
Send by email the duly completed and signed financial assistance application form as well as all required documents, indicating “Structuring projects of organizations in support of the development of strategic sectors and regions” in the subject line.
