Description:

Provide financial support to associations affected by the new Law, as part of the implementation of a collective bargaining mechanism.

Comments on Funding:

The program provides financial assistance of up to 75% of eligible expenses related to its implementation, up to a maximum of $50,000. Since the contribution that the applicant intends to pay for the implementation of the project must be accounted for, it must be part of the budget presentation. This contribution may include the goods and services that will be provided, accompanied by an estimate of their market value. The Ministry pays 75% of the financial assistance at the time the agreement is signed. The balance is paid according to terms and stages determined by the nature of the project, its duration and the expected deliverables. Large grants may be subject to several payments spread according to the phases of the project determined in the agreement.

Payments are conditional on the availability of funds and appropriate and sufficient approvals of appropriations by the National Assembly.

Only one financial aid for each of the components may be granted to the same organization within the same financial year.

Eligibility:

The following associations are eligible:

association of artists recognized by the Administrative Labor Tribunal under the previous Law on the status of artists in the visual arts, crafts and literature and on their contracts with broadcasters ;
association of distributors in the field of visual arts, crafts or literature who will be required to sign one or more collective agreements with artists’ associations recognized by the Administrative Labour Tribunal under the previous Act respecting the professional status of artists in the visual arts, crafts and literature and their contracts with distributors (RLRQ, chapter S-32.01).

Application Steps:

The application for financial assistance may be submitted at any time during the year. Funding for projects deemed eligible is conditional on the Ministry’s budgetary availability.

This support will be offered until March 1 , 2025.

The applicant must submit, in the form and documents submitted, an application including the following information:

the context and justification of the project;
a description of the project;
the objectives of the project;
the expected results and the expected impacts;
the schedule and dates for completion of the project;
the identification of partners associated with the project and the description of the contributions they can make to it, accompanied by letters of interest and/or submissions;
a presentation of the team planned to carry out the project;
the balanced and detailed budget of the project;
a description of the organizational structure;
a description of the membership;
the most recent financial statements;
a resolution adopted by the board of directors on the request for financial assistance and the agent;
any other relevant information to support the application.
To be submitted for evaluation, the file must be complete and based on accurate data. Otherwise, it is up to the applicant to correct the deficiencies within the time limit granted by the Ministry.

For all projects, the analysis is carried out on an ongoing basis. However, only applicants whose projects successfully pass the eligibility, relevance, quality and impact analysis stages can be awarded financial assistance.

Other Things to Note:

Accountability must be carried out in accordance with the provisions of the financial assistance agreement. The beneficiary of the financial assistance undertakes to produce a final report which must be submitted no later than 3 months after the end of the project.

This accountability must include:

the assessment of activities carried out;
the description of the project results and their evaluation in relation to the objectives pursued;
a report on the use of the grant to verify that the sums paid were used for the purposes for which they were intended;
any information or document required by the Ministry, as set out in the financial assistance agreement;
any other information or any other document requested by the Ministry.
The Ministry reserves the right to verify the allocation of grants awarded at any time.
