Description:

The Quebec Alcohol Positioning Support Program – Support to promote membership in a program of reserved designations or valued terms in Quebec (PAPAQ, section 2) aims to help producers of alcoholic beverages increase the number of certified Quebec products.

Comments on Funding:

The financial contribution in the form of a grant is calculated based on the volume in milliliters (ml) of eligible products sold in the SAQ establishment network.

Financial assistance of $2 per 750 ml of eligible product sold in the SAQ network of establishments is granted up to a maximum of $200,000 per government fiscal year. This financial assistance is in addition to that received in the Support for increasing sales and the supply of Quebec alcohols in the network of the Société des alcools du Québec component.

For all of components 1 and 2, a business can receive up to $1.95 million for the period from April 1, 2024 to March 31, 2027, or an amount of up to $650,000 per government fiscal year.

Eligibility:

The following are eligible:

companies legally constituted under the laws of the government of Quebec or Canada and having an establishment in operation in Quebec;
collective enterprises (cooperatives and non-profit organizations) within the meaning of the Social Economy Act.
These companies must in particular:

hold a craft production permit (for the specific category of product types for which a financial contribution in the form of a grant is requested) or a distiller’s permit;
have made sales in the SAQ distribution network during the financial year of this organization ending on the last Saturday of March;
for holders of a distiller’s permit, comply with the terms and conditions governing sales on the manufacturing site, in particular sections 26 and 26.0.1 of the Act respecting the Société des alcools du Québec. The holder of a distiller’s permit must have an up-to-date file with the SAQ.
Applicants must meet the following conditions:

Not be registered in the Register of Companies Ineligible for Public Contracts (RENA).
Have fulfilled all their obligations relating to the allocation of previous financial assistance from a ministry or agency of the Government of Quebec for at least two years.
Not be a Crown corporation or a corporation controlled directly or indirectly by a government (municipal, provincial or federal), a municipal entity or a business that is majority owned by a Crown corporation.
Not to commit ethical breaches or offer products or services likely to undermine the integrity or call into question the probity of the Government of Quebec, even by association.
