The Film & Television Development Grant augments other resources available to qualified Saskatchewan production companies as they undertake one of three different streams of film and television development:
1. The First Draft Stream assists with costs related to continuing development (e.g. taking a script treatment to an outline or first draft) of projects that have secured development monies from a eligible source (e.g. broadcaster or distributor).
2. The Final Draft Stream assists with costs related to continuing development (e.g. script polish, and pre-production activities) of projects that have secured development monies from an eligible source (e.g. broadcaster or distributor).
3. The Slate Development Stream assists with costs related to development of two to five eligible film or television projects with the potential to leverage development financing from other funding agencies and the private sector.

Funding grants amount varies per stream from $5,000 up to $40,000.

Eligibility:

Applicants must:

  • be Saskatchewan corporations;
  • be Saskatchewan individuals or residents;
  • be active practitioners in one of the creative industries identified under The Creative Saskatchewan Act (2013) (see general guidelines);
  • demonstrate their intention to earn their living within their chosen creative industry, as well as their ambition to grow their business beyond their current status;
  • be the owners or co-owners of the project, control copyright, and receive a share of revenue from sales of the project;
  • demonstrate they have the rights to develop, produce, and exploit the property for a two-year minimum plus a renewal from date of application;
  • have experience as producers of commercial film or television, or related experience satisfactory to Creative Saskatchewan, and must demonstrate they possess the necessary expertise and resources to complete the proposed production and arrange for its marketing;
  • be incorporated in Saskatchewan or incorporated federally and registered in Saskatchewan. The head office or principal place of business must be located in Saskatchewan, and substantial ownership control must remain with Saskatchewan residents;
  • be in good standing in all respects with Creative Saskatchewan;
  • have secured production funding from Creative Saskatchewan in support of a project that has received development funding must complete development activities and reporting prior to the start of principal photography;

  • Applicants with insufficient experience for the project scope must secure the participation of an experienced executive producer prior to applying to Creative Saskatchewan;

  • The production company cannot hold a broadcasting license issued by the CRTC or deal at non-arm’s length with a corporation that holds a license.

1. Stream's opening dates and deadlines:
a) First Draft Stream's opening date: June 1, 2023. Deadline: Closes when funding is exhausted.
b) Final Draft Stream's opening date: June 1, 2023. Deadline: Closes when funding is exhausted.
c) Slate Development Stream's opening date: September 1, 2023. Deadline: December 7, 2023.

2. First and Final Draft Development streams will be offered on a first-come first-served basis and supported based on the availability of funds. Applicants and their parent companies are limited to two First or Final Draft Development grants (or combination thereof) per fiscal year.
