Housing Incentives Program — New Affordable Housing Capital Grants

Description:

Per unit capital grants and a five-year, 100% tax exemption are available for new affordable rental and ownership housing citywide, with priority given to developments in the City Centre, North Central and Heritage neighbourhoods

Comments on Funding:

Private sector developers can apply for up to a combined maximum of 40 grants for new affordable rental units and new on-site support suites per calendar year. Relaxation of this requirement is at the discretion of the Director.

Eligibility:

Applicants must be must be the registered owner of or be the purchasing party in an accepted purchase agreement for the lands being developed

Application Steps:

Applicants are encouraged to contact the City early at CHS@regina.caOpens in new window to discuss project eligibility and application requirements.

Documentation Needed:

Applicants must submit:
1. copy of the land title showing registered ownership of the property or an accepted offer to purchase,
2. concept drawings of the building and site sufficient to confirm the project meets zoning requirements,
3. an indication of the number and type of units to be built:
–by tenure type (affordable/market rental, affordable/market ownership, on- site support suite, etc.), and
–by unit size (i.e., bachelor, 1-bed, 2-bed, 3-bed, on-site support suite, etc.),
4. a project budget,
5. a project pro forma,
6. proof of registration as a non-profit or a business with the Information Services Corporation (ISC) of Saskatchewan,
7. if a membership non-profit housing provider, a statutory declaration stating the corporation provides housing primarily for the benefit of the public at large with revenue from the corporation invested back into affordable housing, and
8. a completed Design and Development Criteria Scorecard (Appendix B).
9. copy of the development or building permit, and
10. a copy of the land title showing registered ownership of the property

Other Things to Note:

Applications received between May 1 and July 31 will be considered in August.

Rental units must be offered at or below the Maximum Rental Rates to tenants with incomes at or below the Maximum Income Thresholds for at least 10 years. Ownership units must be sold to purchasers with incomes at or below the Maximum Income Thresholds.
