Housing Incentives Program — Pre-development Grants Pilot Incentive

Description:

Capital grants are available to undertake pre-development work needed to determine the feasibility of a housing project. This includes but is not limited to site and infrastructure studies, site and building plans, energy and accessibility modelling, etc. This incentive is available to non-profit housing providers city-wide and to private developers in the City Centre, and North Central, and Heritage neighbourhoods

Comments on Funding:

The Pre-development Grants Pilot Incentive may commit up to $1 million per year for capital grants in addition to the annual capital grant commitment

Deadline:

April 30, 2025

Eligibility:

1. Private sector developers are eligible in program areas 1 and 2.
2. Private sector developers must target at least four units per project.

Application Steps:

Applicants are encouraged to contact the City early at CHS@regina.caOpens in new window to discuss project eligibility and application requirements.

Documentation Needed:

Applicants must submit:
1. A completed pre-development grants application form;
2. A project summary including planned type of work, timeline, planned building type, number of units, level of affordability, clientele, anticipated community impacts, and any other notable details;
3. A list of planned pre-development activities including any organizations engaged for work;
4. If the applicant does not own the property, written confirmation from the owner consenting to all pre-development activities identified in the application is also required.
5. Proof of registration as a non-profit or a business with the Information Services Corporation (ISC) of Saskatchewan; and
6. If a membership non-profit housing provider, a statutory declaration stating the corporation provides housing primarily for the benefit of the public at large with revenue from the corporation invested back into affordable housing.

Other Things to Note:

Applications received between May 1 and July 31 will be considered in August.
