Description:

The Energy Management Support component provides financial assistance to promote the support of fleet managers in energy management. The objective is to encourage them to conduct an assessment of the energy consumption and greenhouse gas (GHG) emissions of their vehicle fleet, implement measures, and monitor the results in order to reduce fuel consumption and GHG emissions.

Comments on Funding:

The applicant may benefit from a maximum financial assistance of $150,000 per fiscal year.

Eligibility:

The applicant must:
1.be any business registered with the Quebec Business Registry, any municipality, and any public organization with an establishment in Quebec, with the exception of:
a) Ministries or budgetary organizations of the Quebec government listed in Annex 1 of the Financial Administration Act (Chapter A6.001);
b) Persons designated by the National Assembly;
c) Federal ministries or organizations;
d) Applicants in dispute with the Ministry of the Environment, Climate Change, Wildlife, and Parks (MELCCFP), or who have not fulfilled their obligations towards the organization;
e) Applicants in a situation of bankruptcy or insolvency within the meaning of the Bankruptcy and Insolvency Act;
d) Applicants registered in the Business Registry, not eligible for public contracts (RENA).
2. be the owner or operator of a fleet of road vehicles.

Application Steps:

Applicants must follow these steps:
Step 1 – Project planning:
a) The organization is planning an activity in energy management of its vehicle fleet.
b) The activity must be carried out by a consultant external to the organization and the applicant must obtain an estimate of the costs of the accompanying work, supported by a quote.
c) The intervention guidepresents the intervention approach for an energy management project for the guides.

Step 2 – Request Approval:
a) Requesting approval is mandatory in the process. The applicant presents his support project with energy management activities. To submit a request for approval, you must send to the Ministry the needed documents:
– the application formby checking the “Request for approval” box;
– the bid accepted for carrying out the project;
– the accompanying project planbased on the Ministry model.

Step 3 – Analysis of the Approval Request:
The Ministry analyzes all the documents received and verifies that:
a) all information required in the financial aid form has been provided;
the organization is eligible;
b) the consultant is an employee of an organization with an establishment in the province of Quebec;
c) the support concerns the energy management of a vehicle fleet with activities eligible for the program.

Step 4 – Project completion:
The applicant can then begin the support project. Activities must be carried out as indicated in the approval stage. The applicant validates the quality of the reports and ensures that they meet his needs and the agreement he has with his consultant. He also ensures that the reports comply with the Ministry’s models.

Step 5 – Request for financial assistance. Applicants must send the required documents to the Ministry.

Documentation Needed:

To request for financial assistance, applicants must send to the Ministry:
1. the form duly completed with the “Financial assistance request” box checked;
2. copies of the consultant’s invoices justifying the costs;
3. details of hours worked internally by staff, based on the declaration template, if claimed;
4. a copy of the invoices for the rental costs of the measuring equipment (if applicable);
5. a copy of proof of payment of invoices;
6. the analysis report for each activity carried out using the intervention report templates provided by the Ministry.
