Save on Energy – Strategic Energy Management Program
Save on Energy has expanded its Energy Management program offering for commercial, institutional and industrial facilities.
EEM is a tailored energy management offering based on the unique business needs of your organization. It offers the following paths to help facilities save energy and achieve sustainability goals.

Performance Incentive: $0.02/kWh of Confirmed Electricity Savings, up to a maximum of $100,000 in any 12-month period; Enabling Incentives: up to $5,000 over the duration of the program

Who can apply
Eligible facilities must be located in Ontario and be connected to the IESO-controlled grid or distribution system. For full eligibility requirements please refer to the key program documents or submit your information to speak with one of our Save On Energy representatives.
Commercial and institutional facilities:
- Eligible facilities must have a minimum of 12 months of consecutive electricity data; and demonstrate a minimum threshold of total electrical consumption for a 12-month period over the past 24 months:
- SEM: total electrical consumption of at least 3,000,000 kWh
Industrial facilities:
- Eligible facilities must have a NAICS code starting with one of the following 2 digits:
- 11: Agriculture, forestry, fishing & hunting
- 21: Mining, quarrying and oil & gas extraction
- 22: Utilities
- 23: Construction
- 31-33: Manufacturing
- 48: Transportation & warehousing
- 56: Administrative & support, waste management & remediation services
- Eligible facilities must have a minimum of 12 months of consecutive energy data; and demonstrate a minimum threshold of total energy consumption for a 12-month period over the past 24 months:
- SEM: total energy consumption of at least 20,000 GJ (all fuels)
Are large institutions (e.g., universities, colleges, school boards), municipalities, and hospitals eligible for the program?
Yes, additional eligibility criteria such as baseline energy consumption can be found in the SEM Requirements – All or Energy Manager Requirements – All.
Can an organization with multiple facilities be combined under one application?
An organization may combine up to five facilities to reach the minimum energy consumption criteria under one application for Strategic Energy Management, Energy Manager and Training.
Do facilities have to surpass an average energy usage threshold to participate in the expanded SEM cohorts?
Industrial facilities must have a total energy consumption (all fuels) of at least 20,000 GJ, and Commercial and Institutional facilities must have a total energy consumption of (electricity) of 3,000,000 MWh for a 12-month period within the 24 months prior to the application submission. About the funding
Strategic energy management (SEM)
: Participate in expert-led coaching, cohorts and curriculum to identify and implement long-term energy-saving opportunities. Unlock additional incentive opportunities for achieving energy savings and meeting key milestones.
Is energy monitoring equipment eligible for funding in the program?
The Strategic Energy Management (SEM) initiative under the EEM Program provides enabling incentives. Upon confirmed completion of the SEM milestones, the participant may receive energy management tools and/or services which can help participants better manage energy at their facilities.
Cohort Activities and Coaching Support are provided at no cost to the Participant. Performance Incentives are paid for Confirmed Electricity Savings from Non-Incented Projects. Enabling Incentives are used to purchase eligible energy management tools; the process includes an option for self-purchase and reimbursement, or purchase by the IESO's Program Delivery Agents. Funding is provided on a rolling basis until exhausted.
